The Rice City Long Chau project (Bo De ward, Hanoi) is receiving applications for the first phase of social housing purchase and rental online, with a total of 1,765 apartments for sale. The application period is from October 1 to November 4.
However, many people have reported that the process of preparing and submitting documents still faces many difficulties, especially in the process of reviewing and operating the online registration system. Many cases have tried to submit for more than 10 days but still cannot complete due to the system's continuous report of overload.
Ms. Nguyen Minh Trang (residing in Hanoi) said that she had to take a leave of absence to complete the application but has not been able to submit it for more than 10 days because the system often shows overload notification. She believes that investors need to soon have a solution so that all people have the opportunity to submit applications to buy social housing.

Mr. Le Quang Huy - Deputy General Director of BIC Vietnam Company (one of the two investors of the Rice City Long Chau social housing project) - said that the unit is implementing the reception of documents for buying and renting social housing online, with a limit of 70 documents per day.
According to Mr. Huy, submitting documents online is applied to reduce crowds and avoid long queues when submitting directly, especially in unfavorable weather conditions. However, the number of people interested is very large - about 2,500 people want to submit documents every day - while the system can only receive 70 documents, leading to a situation where many people access but cannot submit successfully.
Not everyone who accesses online can submit documents. When the system displays a roundabout, it is a random selection of the person allowed to submit, but many people mistakenly understand that the system is suspended or overloaded. No investor has enough human resources and resources to receive, evaluate and process thousands of records every day. We have currently provided nearly 10,000 file codes to customers - this is a huge number" - Mr. Huy said.
Speaking with Lao Dong, lawyer Dang Van Cuong - Head of Chinh Phap Law Office, Hanoi Bar Association - said: "Currently, the law does not limit the number of records received in one day. However, in the digital transformation process, investors can organize online application reception. Because the technical infrastructure may not be synchronous, limiting the number of records accessing each day is a possibility.
According to Mr. Cuong, in case the buyer of social housing cannot submit the application online, the investor can be requested to receive the application directly. Performing procedures online must ensure efficiency and convenience compared to in person, serving more people.
If the application of information technology in receiving documents leads to limiting citizens' rights, it is necessary to combine online and in-person forms or upgrade technical infrastructure, increase personnel to ensure efficiency. The fact that a series of investors limit receiving documents for technical reasons is a worrying issue. The authorities need to intervene to determine the cause" - Mr. Cuong emphasized.
He also said that in the digital transformation era, it is unacceptable for technology to operate less effectively than manual methods. Social housing is an important social security policy, so it is necessary to be transparent and fair in the process of receiving and reviewing documents, avoiding negative situations and mistaken subjects.
Regarding the problem of submitting documents online at the Rice City Long Chau social housing project, many customers have sent their complaints to the Hanoi Department of Construction. Responding to the above reflection, the Hanoi Department of Construction said that Decree 100/2024 does not specifically stipulate whether the form of receiving documents is in person or online. To facilitate people, the Department recommends that investors, the joint venture of Him Lam Thu Do Joint Stock Company and BIC Vietnam Joint Stock Company, improve transmission speed, arrange support hotlines and quickly respond to electronic submissions.
