Handing over clean ground to build Ring Road 4
The Ring Road 4 - Capital Region project is a key national transport infrastructure project, of strategic significance in urban space development, regional linkage and promoting socio-economic growth of Hanoi and the northern provinces.
In the first days of January, according to reporters of Lao Dong Newspaper, the construction site of the Hong Ha bridge project on Ring Road 4 in Me Linh commune is operating quite actively, hundreds of workers and machinery are working diligently in the middle of the Red River.
The area at the beginning of Hong Ha bridge in Me Linh commune has completed site clearance. People all agreed and voluntarily handed over land to the local government to implement the project. Standing from the dike, you can closely observe the construction site.



After giving up land to build Hong Ha bridge and Ring Road 4, Me Linh commune determined that arranging safe and stable temporary accommodation for households is an important task.
The temporary residential area for households is located at an old primary school, requisitioned and urgently renovated by Me Linh Commune People's Committee. In the early days of reception, when the number of households moving in was large, difficulties in electricity and water arose, but so far they have all been resolved satisfactorily.
Mr. Nguyen Duc Quynh, official of the Me Linh Commune Infrastructure Investment Project Management Board, said: "Immediately after receiving feedback from people, the commune urgently supplemented the three-phase power system, increased clean water supply and installed more power outlets to each room. The goal is to ensure essential living conditions, not to let people face difficulties during the temporary residence period.
According to Vice Chairman of Me Linh Commune People's Committee Tran Nguyen Ngoc, the Ring Road 4 construction project - the section passing through the commune has a length of about 4.9km, a total recovered land area of nearly 58.8ha, involving about 1,938 households; of which, there are more than 200 residential land plots that need to be resettled. The volume of work is large, the requirement for progress is high, requiring the drastic involvement of the entire political system.
The commune clearly determines that site clearance work can only be completed on schedule when the lives and legitimate rights of the people are guaranteed. For households who have to temporarily reside, arranging safe accommodation and sufficient living conditions is a mandatory requirement," Mr. Tran Nguyen Ngoc emphasized.
Along with arranging a concentrated temporary residential area, Me Linh commune also supports funding of 15 million VND/household for families to proactively rent houses if needed. Task Forces are assigned to regularly check living conditions, grasp people's thoughts and aspirations, and promptly handle arising problems, not to affect the overall progress of the project.


Many localities still have to enforce households that refuse to hand over land.
To have clean ground for implementing Ring Road 4 project, the Land Restoration Enforcement Board of An Khanh commune, Hanoi City has just coordinated with professional departments and functional forces to organize enforcement against households that have not complied with handing over ground for Ring Road 4 construction.
Cases requiring land recovery enforcement at Canh Ga area, An Khanh commune include: Mr. Nguyen Dac An's household recovering 360.0m2 at land plot No. 286; Mr. Nguyen Hoang Long's household recovering 288.0m2 at land plot No. 278; Mr. Nguyen Dac Son's household recovering 192.0m2 at land plot No. 287 and Ms. Nguyen Thi Lien's household recovering 144.0m2 at land plot No. 282; Ms. Tran Thi Thao (Ms. Tran Thi Thao died); Mr. Nguyen Chi Huyen representing the recovery of 504m2 at land plot No. 55-1; Ms. Nguyen Thi Nhung recovering 432m2 at land plot No. 55-2.
Also in An Khanh commune, in hamlet 2, La Tinh village, the land recovery coercion board of An Khanh commune has coordinated with professional departments and functional forces of An Khanh commune to organize land recovery coercion in accordance with the law.
The subject subject of coercive measures is the household of Mr. Van Phu Giac (deceased), represented by Ms. Nguyen Thi Van. The area of land to be recovered is 70.6m2, belonging to land plot No. 41, map sheet No. 8 located within the scope of site clearance serving the national key project.


In O Dien commune, the volume of site clearance for the Ring Road 4 project is about 72 hectares of land, involving many households and individuals; at the same time, it is necessary to relocate the technical infrastructure system and more than 1,300 graves within the project area.
Mr. Nguyen Phuc Hoan - Deputy Head of the Economic Department of O Dien commune - affirmed: "The workload is very large, the time is urgent, but the commune determines to do it step by step, in accordance with the law. When people understand the meaning of the project and their rights are guaranteed, consensus is the decisive factor".
