On November 5, the People's Committee of O Cho Dua Ward, Hanoi City, carried out land reclamation for the remaining 2 households in the area to clear the land for the Ring Road 1 Construction Project (Hoang Cau - Voi Phuc section). The enforcement was carried out in accordance with regulations, ensuring absolute order and safety for people and property.
The People's Committee of O Cho Dua Ward said that it has issued a Decision to enforce land recovery of 146 households (phase 1: 61 households; phase 2: 85 households) and strengthened the work of mobilizing, propagating, and persuading households to hand over the site. However, up to now, there are still 2 land users who have not handed over the site.
The first household is Mr. Nguyen Hong Lam, located at lane 371 La Thanh (No. 48-A, Hoang Cau Agricultural Cooperative Area), with a reclaimed land area of 28.2m2. The second household is Mr. Dinh Van Tam, located at lane 371 La Thanh (No. 20-A, Hoang Cau Agricultural Cooperative), with a reclaimed land area of 30.8m2.

According to the People's Committee of O Cho Dua Ward, the origin of this land is ponds and lakes managed by Hoang Cau Agricultural Cooperative before October 15, 1993, which is agricultural land that has not been granted a Land Use Rights Certificate.
Both cases have arbitrarily converted land use purposes to residential purposes in 2012, according to the inspection conclusion of the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) of Hanoi city.
Because the construction was not legal at the time of construction in 2012, the property on the land was only supported with 10% of the new construction unit price. Regarding resettlement, the two households are not eligible for resettlement consideration because the time of self-use for the purpose of living was after July 1, 2004 and they did not have to move their residence.
Although the total compensation and support amount was 59,584,211 VND (Mr. Tam's household) and 56,190,724 VND (Mr. Lam's household), both households did not receive the money and did not comply with the handover of the site.
On October 6, 2025, the People's Committee of O Cho Dua Ward issued Decision No. 571/QD-UBND and Decision No. 529/QD-UBND on the compulsory land recovery for the two households mentioned above.
On October 30, 2025, the People's Committee of O Cho Dua Ward issued Plan No. 127/KH-UBND on organizing the implementation of the enforcement decision. The enforcement period is from 8:00 a.m. to 5:00 p.m. from November 5, 2025 and the following days until the site clearance is completed.
Enforcement is the final solution to ensure the strictness of the law and the common interests of the community, creating conditions for investors to continue implementing the project, ensuring progress according to the direction of the City People's Committee.
The People's Committee of O Cho Dua Ward has organized the implementation of site clearance work according to the provisions of law, decrees guiding implementation and regulations of the Hanoi People's Committee.
Up to now, the People's Committee of the ward has completed the issuance of land recovery decisions and decisions approving compensation, support and resettlement plans for 591/591 plans.
Previously, O Cho Dua ward held a direct dialogue conference with 32 households subject to site clearance for the Ring Road 1 project (Hoang Cau - Voi Phuc section).
