This afternoon (January 6), Prime Minister Pham Minh Chinh chaired a national online conference on removing difficulties and obstacles, promoting the development of social housing.
Reporting on the development of social housing, Deputy Minister of Construction Nguyen Van Sinh said that in recent times, the Government and the Prime Minister have also issued nearly 20 documents including Resolutions, Directives, Decisions, Official Dispatches... with many solutions to remove difficulties and obstacles to focus on quickly and effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030".
Accordingly, up to now, 10 localities across the country have included social housing development targets in the local annual and 5-year socio-economic development plan. 30 localities have issued plans to implement the Project.
Synthesizing reports from localities, the whole country has planned 1,309 locations with a scale of 9,737 hectares of land for social housing.
Most localities have reserved enough land to develop social housing. Many localities have paid attention to and reserved social housing land in favorable locations, near urban centers and industrial parks, to ensure technical infrastructure and social infrastructure such as: Dong Nai 1,064ha), Quang Ninh (666ha), Hai Phong (336ha), Binh Duong (408ha)...
However, some localities have arranged land funds for social housing development that are not commensurate with demand.
According to the synthesis of reports from localities, in the period from 2021 to present, 655 social housing projects have been implemented nationwide with a scale of 593,428 units.
In 2024 alone, the country has 28 projects with a scale of 20,284 units completed; 23 projects with a scale of 25,399 units have been licensed and started construction. The number of projects approved for investment is 113 projects, equivalent to 142,450 units. There are 26 projects with a scale of 27,819 apartments that have been licensed and started construction.
To date, 103 projects with a scale of 66,755 units have been completed. In 2024 alone, 28 projects with a scale of 21,874 units have been completed.
According to the report, up to now, 37/63 provincial People's Committees have sent documents or published on the electronic information portal about the list of projects participating in the Program with a total of 90 projects, the total disbursement amount under the Program of VND 120,000 billion is VND 2,845 billion.
Regarding the goal for 2025, Deputy Minister Nguyen Van Sinh said that the construction of 100,000 social housing units will be completed.
Deputy Minister Nguyen Van Sinh proposed that the Prime Minister assign the Ministry of Construction to study and preside over the development of a pilot resolution on specific mechanisms and policies for social housing development, including policies to select investors for social housing construction investment projects without bidding and a number of policies to remove obstacles in social housing development.
