Accordingly, Decision No. 58/2024/QD-UBND of the People's Committee of Cao Bang province will stipulate the level of payment for the state to supplement the lost area of rice-growing land or increase the efficiency of rice-growing land use when converting from rice-growing land to non-agricultural purposes in the whole province.
The above Decision applies to state agencies, users of rice-growing land and other subjects related to the management and use of rice-growing land in the area.
Works and projects using public investment capital or foreign capital for public investment according to regulations on public investment and laws on construction investment are not subject to this decision.
Accordingly, the payment level will be equal to 60% x Area x Price of rice-growing land.
In which, the area is the area of land specialized in rice cultivation that must be converted to non-agricultural purposes, specifically stated in the land allocation or land lease decision of the competent authority.
The price of rice-growing land is calculated according to the Land Price List at the time of land use purpose change.
The revenue from converting ineffective rice-growing land will be included in the provincial budget revenue.
The procedures for payment (including late payment and time for calculating late payment) will be implemented according to the provisions of Article 13 of Decree 112/2024/ND-CP of the Prime Minister on detailed regulations on rice-growing land.
Decision No. 58/2024/QD-UBND also clearly stipulates the responsibility for implementation for units such as the Department of Finance of Cao Bang province, the Department of Natural Resources and Environment, the People's Committees of districts and cities responsible for implementation, and annual reporting to the People's Committee of Cao Bang province and the Ministry of Natural Resources and Environment.
