According to Directive 19/CT-TTg of the Prime Minister on strengthening fire prevention and fighting for multi-storey houses, multi-apartment houses, individual houses combined with production and business: After March 30, 2025, boarding houses that do not complete the implementation of fire safety solutions will have to stop operations.
Fire safety conditions for boarding houses are stipulated in Article 5 of Decree 136/2020/ND-CP as follows:
* For boarding houses over 5 floors
Boarding houses with 5 floors or more or with a total volume of accommodation blocks of 2,500m3 or more must ensure the following fire prevention and fighting safety conditions:
- Having regulations, prohibition signs, signs, diagrams or signs guiding fire prevention, fire fighting, and escape in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security.
- Have grassroots fire prevention and fighting forces, specialized according to the type of facility, trained in fire prevention and fighting and organize fire fighting readiness to meet on-site fire fighting requirements.
- Have a fire fighting plan approved by competent authorities.
- Electrical systems, lightning protection, static power, electrical equipment, generators, heat generators, the use of fire sources and heat sources must ensure fire safety and fighting in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security.
- There is a transportation system, water supply, communication for fire fighting, fire alarm, fire prevention, fire prevention, smoke prevention, escape, other fire prevention and fighting vehicles, and rescue vehicles to ensure quantity and quality.
- Having a Certificate of design approval and a design approval document (if any) and a document approving the acceptance results for fire prevention and fighting from the Fire Prevention and Fighting Police Agency.
* For boarding houses under 5 floors
Boarding houses with less than 5 floors and a total volume of accommodation blocks under 2,500m3 must ensure the following fire prevention and fighting safety conditions:
- Having regulations, prohibition signs, signs, diagrams or signs guiding fire prevention, fire fighting, and escape in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security.
- Have a fire fighting plan approved by competent authorities.
- Electrical systems, lightning protection, static power, electrical equipment, generators, heat generators, the use of fire sources and heat sources must ensure fire safety and fighting in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security.
- Design approval certificate and design approval document (if any) and document approving acceptance results for fire prevention and fighting.
- Having a traffic system, water supply, communication for fire fighting, fire alarm, fire prevention, fire prevention, fire escape, other fire prevention and fighting means, rescue means that ensure quantity and quality in accordance with standards and technical regulations on fire prevention and fighting or according to regulations of the Ministry of Public Security.
