On December 11, Mr. Nguyen Duc Thanh - Deputy Director of the Department of Finance of Quang Ngai province - said that after the local government officially operated under the 2-level model, there were many redundant offices.
For housing and land facilities of provincial-level agencies, organizations and units, the Department of Finance is currently presiding over the synthesis of the needs of relevant agencies, units and localities and proposing a plan to arrange for agencies and units registering for Office 2 to work centrally, report to competent authorities for comments as a basis for implementing the next steps.

It is expected that the surplus facilities that need to be arranged and treated include 109 facilities. Of which, Quang Ngai province (old) has 57 facilities; Kon Tum province (old) has 52 facilities.
For housing and land facilities of commune-level agencies, organizations and units, the Department of Finance has urgently issued documents to deploy and guide agencies, units and localities to develop a plan to handle headquarters and surplus assets after the arrangement of administrative units, as a basis for synthesis and advising the Provincial People's Committee to issue a plan to handle headquarters and surplus assets under the management of Quang Ngai province, to avoid loss, deterioration and waste of assets.
However, after the end of the district-level arrangement and the reorganization of the commune-level apparatus, localities are still in the stage of completing the apparatus structure to put it into operation. The work of handing over and receiving assets from the district level after the arrangement still faces many confusion (some civil servants have quit their jobs, transferred jobs or have just been assigned the task of managing public assets...), leading to the review, reporting and proposal of handling plans not being timely and not fully accommodated.
The Department of Finance is actively urging, guiding and directly coordinating with localities to review, synthesize, and advise competent authorities to consider issuing a plan to handle headquarters and surplus assets under the management of the commune level, ensuring efficiency and avoiding waste.
According to Mr. Nguyen Duc Thanh, in the coming time, based on the plan to handle surplus assets issued by the Provincial People's Committee, agencies, units and localities will handle assets in accordance with the provisions of the Law on Management and Use of Public Assets.
The plan to handle surplus headquarters is built in the following priority order: transfer to educational and health service units and other public purposes (libraries, parks, cultural and sports institutions, etc.) of new commune-level administrative units where the headquarters are located; transfer to central agencies located in the area that need to be located as working headquarters.
For headquarters identified as redundant and no longer in need of use, they will be handed over to organizations with the function of managing and trading local houses for management and exploitation; assigned to local land fund development organizations for management, development and exploitation; or implement other forms of handling according to the provisions of law.
