Phung Khoang Lake Park (located in Nam Tu Liem and Thanh Xuan districts, Hanoi) is 11.8 hectares wide, started construction in 2016 and is part of the Phung Khoang New Urban Area Project.
The original plan was for the park to be put into use in 2017, but seven years have passed and the project remains unfinished.
Currently, there are 15 completed items in the park, 8 items under construction and some items not yet done (basketball court, children's playground, entrance gate, multi-purpose auxiliary building, souvenir service).
According to Lao Dong, some items in the park have been completed but have not been put into operation and maintained, so there are signs of deterioration and disrepair.
"The park has been abandoned and unfinished for many years while people have no space for recreation, entertainment, or exercise. This is a waste of money as well as land resources" - Ms. Le Thi Ha (33 years old, Ha Dong) said.
At the conference announcing the decision to establish the city's Steering Committee on implementing waste prevention measures on November 20, Chairman of the Hanoi People's Committee Tran Sy Thanh requested Nam Tu Liem district to complete the construction of Phung Khoang Lake Park before the Lunar New Year 2025.
The leaders of the Hanoi People's Committee also requested Nam Tu Liem district to consider organizing fireworks displays on the night of the 30th of Tet in the park so that people can enjoy.
Speaking with Lao Dong, Mr. Nguyen Quoc Anh - Deputy Director of the Land Fund Development Center of Nam Tu Liem District - said that the reason why the Phung Khoang Lake Park project has been delayed for many years is due to problems in site clearance.
According to Mr. Nguyen Quoc Anh, up to now, there are still 2 households with a total recovered land area of 518m2 that do not agree with the compensation plan and handover of land for the project.
Among them, there is a household that does not agree with the approved compensation and support level and requests a price of 5,000,000 VND/m2 or to be arranged 1 resettlement spot.
The remaining household has not agreed because the members of the household have not agreed on the division of compensation and support according to the Court's Judgment, have not coordinated to sign the commitment to hand over the site and hand over the land use right certificate (original), so they cannot pay compensation and support according to regulations.
The leaders of the Nam Tu Liem District Land Fund Development Center affirmed that the procedures for site clearance for households were in accordance with regulations at the time of land acquisition. Regarding the review of compensation and support policies, they were applied in accordance with the policies at the time of land acquisition and approval.
To ensure the progress of Phung Khoang Lake Park for use before Lunar New Year 2025, Nam Tu Liem District will continue to organize propaganda and mobilize households to soon hand over the land area for the project.
The Land Fund Development Center also reported to the People's Committee of Nam Tu Liem District about asking for opinions on the policy of compulsory land recovery for 2 households at the planned location of Phung Khoang Lake Park in November 2024.
