Accordingly, Dien Bien province assigned the Land Fund Development Center under the Department of Agriculture and Environment to organize an auction of land use rights to select investors to implement the Muong Thanh airport new urban area project and walking street according to current law.
Location of the auctioned land in Thanh Truong ward, Dien Bien Phu city. The location and boundaries of the auctioned land are determined according to the measurement, recording and adjustment of land plot No. 01-2025 of the Muong Thanh airport walking street project at a ratio of 1:1,000. The total area used to implement the project is nearly 76,000m2.

The general technical infrastructure system of the area, after completing the construction investment and acceptance according to regulations, will be handed over to the local government for management of over 55,500m2, accounting for 73.2%, including: road land of nearly 30,000m2; green land of nearly 18,000m2, social housing land of over 5,000m2...
With the technical infrastructure system of the area after completing investment in construction and acceptance according to regulations, the investor is allowed to manage and exploit over 20,000m2, accounting for 26.8% (residential land).
Accordingly, the State allocates land with land use fees for urban residential land (adside land) through the form of auctioning land use rights to select investors to implement the Muong Thanh airport new urban area project and walking street.
Public land (cultural house), trees, traffic, parking lots, social housing land, the State allocates land without collecting land use fees to the investor to complete in accordance with the approved detailed construction planning, investment project, ensuring current standards and regulations; after completion, hand over to the locality for management, exploitation, and use according to the provisions of law.
For social housing land, investors are selected to fully invest in technical infrastructure for the land for social housing and hand it over to local authorities for management according to the plan.
The expected time to organize the auction of land use rights is in the third quarter of 2025. Auction by indirect vote, according to the method of bidding up as prescribed in the Law on Property Auction 2016.
