Accordingly, the land put up for auction has a total area of over 900m2, located at No. 14, Tran Dang Ninh Street, Group 2, Thanh Binh Ward, Dien Bien Phu City. This area has been divided into 8 residential plots, the smallest plot has an area of over 80m2 and the largest plot is over 140m2.
Dien Bien Provincial People's Committee assigned the Land Fund Development Center under the Department of Natural Resources and Environment to organize the auction of land use rights. The auction is expected to be held in the first quarter of 2025.
According to the reporter's investigation, this land area of more than 900 square meters was previously used by Dien Bien Airport - a subsidiary of Vietnam Airports Corporation (ACV) to build a ticket office, warehouse, guest house... serving Dien Bien Airport (Airport Hotel). Since 2016, Dien Bien Airport has no longer used this facility due to its degradation and has been abandoned since then.
In 2021, the People's Committee of Dien Bien province had a policy to plan the above land area to arrange residents and auction land use rights to create short-term revenue for the provincial budget. However, it was not until mid-2023 that ACV completed the procedures to hand over this land to Dien Bien province.
In December 2023, the People's Committee of Dien Bien province issued a Decision to reclaim an area of 917.2 m2 of land belonging to Dien Bien Airport (under ACV). At the same time, it approved a compensation and support plan when the State reclaims land to carry out urban renovation projects.
On March 26, 2024, the People's Committee of Dien Bien province decided to approve the plan to select a contractor for the urban renovation project on this land. Accordingly, the contractor has demolished all existing construction items; built and installed a domestic water system, paved sidewalks... to create a clean surface for organizing the auction of land use rights.
