On July 16, according to information from the Dong Nai City Land Fund Development Center, the Project to convert Bien Hoa 1 Industrial Park into an urban - commercial - service and environmental improvement area has approved the compensation and support plan and issued decisions to recover land for 66 businesses, an area of about 235ha, reaching nearly 99% of the total land area to be recovered.
Regarding site handover, in area 1, only 1 unit has not handed over because it is in the process of dismantling assets. In area 2, there are still 2 enterprises also carrying out dismantling. In area 3, there are still 5 enterprises that have not handed over, some units are dismantling assets, and the locality is continuing to mobilize and complete procedures for handling according to regulations.
According to the plan in July 2026, the Dong Nai City Land Fund Development Center will continue to coordinate with the Tran Bien Ward People's Committee to urge businesses to properly implement commitments to hand over land, and at the same time organize mobilization; in case of non-compliance, coercion will be implemented according to the provisions of the 2024 Land Law to ensure the progress of the industrial park conversion project.
Bien Hoa 1 Industrial Park is the oldest industrial park in Vietnam. The predecessor was Bien Hoa Industrial Park, established in 1963, which has now revealed limitations, located next to the Dong Nai River, posing a risk of environmental pollution.

According to the plan, in August 2026, Dong Nai City People's Committee will start construction of the Dong Nai City Political - Administrative Center on the foundation of Bien Hoa 1 Industrial Park previously.
