Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just signed a decision to establish a Ho Chi Minh City Land Price List Appraisal Council, aiming to complete the legal basis for application from the beginning of 2026 according to the 2024 Land Law.
According to the decision, Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh is the Chairman of the Council; Director (or Acting Director) of the Department of Finance is the Vice Chairman of the Council. The remaining members are directors of departments, branches, sectors and chairmen of the People's Committees of 168 wards and communes in special zones.
Recently, the Department of Agriculture and Environment of Ho Chi Minh City has sent an official dispatch to collect opinions on the draft submission on the development of the first land price list, expected to be applied from January 1, 2026.
In this draft land price list, Ho Chi Minh City is divided into 3 areas: area 1 (formerly Ho Chi Minh City), area 2 (formerly Binh Duong province) and area 3 (formerly Ba Ria - Vung Tau province).
Area 1 recorded the highest land price, more than 687 million VND/m2 on the routes Dong Khoi, Nguyen Hue, Le Loi, with a maximum increase coefficient of 1.56 times.
Area 2 has the highest price of more than 89 million VND/m2 on Yersin and Bach Dang streets, the coefficient increased by a maximum of 8 times compared to Decision 63/2024.
Area 3 reached the highest price of 149 million VND/m2 on Thuy Van Street, with a maximum increase of 3.78 times compared to Decision 26/2024.
According to the Department of Agriculture and Environment, the Ho Chi Minh City area previously had complete data, so land prices did not fluctuate much. Many routes are still kept at about 40% lower than the survey price of the consulting unit.
For example, Ham Nghi Street is proposed to be 654 million VND/m2 but is expected to be only applied at 429 million VND/m2; Cao Ba Quat Street is proposed to be 294 million VND/m2 but the expected price is 215 million VND/m2.
In the old Binh Duong area (area 2), the land price list is expected to record a strong increase, generally from 50 - 70%. In Dong Hoa ward, Nguyen An Ninh, Nguyen Thai Hoc, National Highway 1K, Tran Hung Dao routes... increased by 58 - 60%.
Di An Ward, Co Bac, Co Giang, Nguyen Thai Hoc, and Doc Lap Avenue routes increased by 58 - 68%. Thu Dau Mot Ward, the routes of Intersection 6, Dai Lo Binh Duong, Nguyen Tri Phuong - Cau Ong Kiem increased by about 71%,...
For land for production, business and trade services, the new price list is adjusted in the direction of investment encouragement, especially in Binh Duong with many industrial parks and Ba Ria - Vung Tau with tourism strengths.
Some specific types of land such as golf courses, logistics areas, gas stations... apply prices equal to 50 - 70% of the price of commercial service land or 30 - 50% of the price of production and business land, depending on the area.
