Ho Chi Minh City will build a new land price list according to shortened procedures, applied from 2026

HCMC - The first land price list in the city will be built according to shortened procedures to be applied from January 1, 2026.

The Ho Chi Minh City Department of Construction has just sent an urgent document to the Ho Chi Minh City People's Committee regarding the construction of the first Land Price List in the city to be applied from January 1, 2026 according to a shortened order and procedure.

Previously, on August 26, 2025, the Ho Chi Minh City People's Committee issued an official dispatch directing relevant departments, branches, 168 wards, communes and special zones to prepare a land price database to serve the construction of a new land price list.

According to this directive, units must collect, review and balance actual land price data, including successful transactions on each route, road section, area and border points. The data was sent to the Department of Agriculture and Environment of Ho Chi Minh City for synthesis, ensuring progress according to regulations.

On September 9, 2025, the Ho Chi Minh City People's Committee continued to issue a decision approving the project to build the first Land Price List in the area, applicable from January 1, 2026.

Currently, the Department of Agriculture and Environment of Ho Chi Minh City is urgently coordinating with the Ho Chi Minh City Tax Department, the Ho Chi Minh City Land Registration Office, branches, wards, communes and special zones to collect land price data throughout the area. The collected information includes land prices at each route, area, resettlement project and urban development planning areas.

On that basis, the Department of Agriculture and Environment will calculate, balance and develop a draft Land Price List, expected to be widely published to collect public opinions from agencies, organizations and people of the city.

The draft will also be sent to the Vietnam Fatherland Front Committee of Ho Chi Minh City to collect public criticism, and publicly posted on the city's electronic information portal.

After completion, the dossier will be sent to the City Land Price List Appraisal Council for consideration, then transferred to the Department of Justice for appraisal in terms of legal documents. The entire complete dossier will be reported to the Ho Chi Minh City People's Committee to be submitted to the Ho Chi Minh City People's Council for consideration and approval, ensuring the issuance and application of the new land price list from January 1, 2026.

According to the Department of Agriculture and Environment of Ho Chi Minh City, the remaining steps need to be implemented quickly to promptly submit to the City People's Council for decision. The Department proposed that the Ho Chi Minh City People's Committee approve the construction of the first Land Price List according to shortened procedures and order, in order to meet the progress requirements.

While waiting for the issuance of the new land price list, Ho Chi Minh City is applying current regulations including: Decision No. 79/2024/QD-UBND (formerly in Ho Chi Minh City), Decision No. 63/2024/QD-UBND (formerly in Binh Duong province) and Decision No. 26/2024/QD-UBND (formerly in Ba Ria - Vung Tau province) until the end of 2025.
