On July 9, according to PV's investigation, Lai Chau Provincial People's Committee has just issued a Decision detailing the order and administrative procedures in the field of land in the province, effective from July 1, 2026.
The new regulation aims to unify the process of resolving procedures, improve the efficiency of state management and create favorable conditions for people and businesses.
Accordingly, the decision specifically guides the order and procedures for key areas such as land recovery, compensation, support, resettlement; land allocation, land lease, land use purpose conversion; land registration, assets attached to land and issuance of land use right certificates.
Regarding land recovery, the document clearly stipulates the implementation procedures in cases of violations of land law, termination of land use, voluntary return of land or recovery to implement socio-economic, defense, and security development projects.
The procedures for preparing compensation, support, resettlement plans and organizing implementation are also specifically regulated.
The decision also guides procedures for land allocation, land lease, extension of land use, registration of changes and issuance of land use right certificates.
Supplementing regulations on receiving and resolving online dossiers through the Public Service Portal, meeting digital transformation requirements.
Notably, agencies and units are not allowed to arbitrarily add components to dossiers or procedures outside regulations.
The issuance of the Decision is expected to contribute to making administrative procedures transparent, ensuring the legitimate rights and interests of land users, and improving the investment and business environment in the province.
