On May 16, in Hanoi, Vietnam Electricity Group (EVN) and Vietnam Electricity Trade Union (DLVN) jointly organized a Dialogue conference at the workplace in 2025 to discuss the draft EVN Salary Distribution Regulations in 2025. EVN General Director Nguyen Anh Tuan and Chairman of theLVN Trade Union Do Duc Hung co-chaired the conference.
At the Conference, Mr. Le Viet Ngoc, Deputy Head of EVN Organization and Human Resources Department, approved the summary of the key contents of the draft Salary Distribution Regulations of Vietnam Electricity Group (2025).
Mr. Uong Quang Huy - Vice Chairman of the Vietnam Electricity Trade Union summarized 7 groups of opinions and recommendations from workers on the draft Regulations on salary distribution of Vietnam Electricity Group (2025) to discuss and agree on specific content to complete the draft, ensuring fairness, transparency, in accordance with the actual operations and orientation of salary mechanism innovation in units under parent company EVN.
The Trade Union highly appreciated the Group's efforts in developing the Draft Regulations on salary distribution in 2025 in close compliance with current legal regulations, specifically Decree No. 44/2024/ND-CP and Circular No. 003/2025/TT-BNV.
The draft demonstrates the spirit of strong reform, linking wages with production efficiency, labor productivity and practical contributions of workers in each unit. Specific regulations on assessment criteria, allocation coefficients, maximum and minimum wages... are the basis for ensuring fairness in income distribution and enhancing the responsibility of collectives and individuals.
Although agreeing on the general orientation, the Vietnam Electricity Trade Union has also clearly stated a number of contents that need to be adjusted and supplemented to ensure feasibility and suitability with reality in member units.
Specifically, regarding the specific coefficient in Clause 2, Article 10, the Draft did not mention the characteristics of units operating in remote areas - areas facing difficulties in labor recruitment due to uncompetitive income levels. The Trade Union proposes to add specific geographical factors to the salary distribution mechanism to have a reasonable compensation policy, thereby attracting and retaining quality workers for these units...

According to Chairman of the Vietnam General Confederation of Labor Trade Union Do Duc Hung, the contribution to the Draft Regulations on salary distribution is a testament to the role of representing and protecting the legitimate and legal rights and interests of workers that the Vietnam General Confederation of Labor always strives to play.
The draft Regulation is developed on the basis of inheriting the Regulations on distributing electricity production and business salaries in Vietnam Electricity Group issued with Decision No. 1089/QD-EVN dated August 1, 2021 of EVN General Director (Decree 1089) and Decision No. 207/QD-EVN dated February 10, 2025 of EVN General Director on amending and supplementing the Regulations on distributing electricity production and business salaries in Vietnam Electricity Group (Decree 207). The draft Regulations on salary distribution in 2025 include 6 chapters, 17 Articles and detailed Appendices.
Speaking at the dialogue of General Director of EVN Nguyen Anh Tuan said that the organization of today's dialogue was in order to promote democracy in the Group, respect the opinions of the workers, the opinions will be responded satisfactorily by the leaders of EVN on the basis of the law.
From the results of today's dialogue, EVN General Director Nguyen Anh Tuan directed EVN's Specialized Committees, directly the Organizing and Human Resources Committees, to receive, research and validate and complete the draft Salary Distribution Regulations of Vietnam Electricity Group (2025) to sign the Decision to issue it officially soon.
At the same time, General Director of EVN Nguyen Anh Tuan noted the situation of promulgating the Regulation on the distribution of EVN salary in 2025 at the time when EVN was arranging, consolidating and streamlining the organizational structure; The expertise and the VNR union will study the reasonable dialogue solution to ensure both democracy in the Group, and timely and fully reflected according to the process of streamlining the apparatus under the direction of the EVN Party Committee.
EVN General Director Nguyen Anh Tuan believes that, with the acceptance and completion of salary policies in a transparent, fair and efficient manner, the Group will continue to improve the lives of employees, while creating motivation for employees to successfully complete production and business tasks in the new period.
