Circular 23/2025/TT-BGDDT dated October 24, 2025 amending and supplementing a number of articles of the Regulations on the National Excellent Student Competition issued with Circular No. 17/2023/TT-BGDDT dated October 10, 2023 of the Minister of Education and Training will take effect from December 9, 2025.
Circular No. 23/2025/TT-BGDDT has amended and supplemented to suit the functions and tasks of inspection and examination activities during the exam organization, according to the provisions of Decree No. 109/2025/ND-CP dated May 20, 2025 of the Prime Minister on the functions, tasks, powers and organizational structure of the Government Inspectorate.
Regarding the number of contestants, the new regulations stipulate that each contestant can register a maximum of 10 contestants for the national team for each contest subject. Hanoi alone is allowed to register a maximum of 20 candidates for each team.
The participating units will reorganize the provincial administrative units and be allocated a fixed number of 20 to 40 candidates for each subject. Specifically as follows:
Regarding exam room arrangement, candidates taking the IT exam in the national excellent student selection exam are given separate exam rooms; computers are isolated, not connected to any equipment or means inside and outside the exam room.
For the Foreign Language subject, the writing contest has a separate exam room for each Foreign Language subject, with a CD player and speaker, and at least two CD players and a common backup speaker for all Foreign Language exam rooms. The exam session said and implemented according to the exam organization instructions.
Regarding inspection, the Ministry of Education and Training decided to establish inspection teams to prepare for and organize exam supervision for participating units and exam supervision councils; inspect the work of marking exams and re-examination according to the provisions of law.
The Department of Education and Training arranges cadres, civil servants, and public employees who meet the requirements to participate in inspection teams of the Ministry of Education and Training when required or assigned tasks according to regulations.
Agencies, organizations and individuals participating in organizing the exam are subject to inspection and examination by competent State management agencies according to decentralization and legal regulations.
