Recently, the provincial Department of Home Affairs organized a workshop to share experiences in occupational safety and hygiene management measures (OSH) to prevent and reduce occupational accidents (OSH) and occupational diseases in 2025.

According to the Department of Home Affairs, Dong Nai is one of the localities with a high number of occupational accidents, often in the top 5 in the country. In the first 6 months of 2025 alone, the whole province had 318 cases of work-related accidents (a decrease of 122 cases compared to the same period in 2024) causing 329 injuries, including 9 cases of work-related accidents that killed 11 people.

The provincial Department of Home Affairs also pointed out two prominent labor accidents in Dong Nai, which occurred at around 1:00 a.m. on May 26 at P.N Ceramic Tile Joint Stock Company (Tan An commune, Dong Nai province), killing 2 workers and injuring 3 workers, and the scaffolding collapse in S.T Tourist Area (An Hoa ward, Bien Hoa city - now Long Hung ward, Dong Nai province) on June 5, killing 2 workers.

According to the Department of Home Affairs, the cause of occupational accidents is that employers violate regulations on occupational safety and hygiene, accounting for 70% such as: Not developing safe working processes and measures or having built safe working processes but not complete, not ensuring working conditions and not identifying dangerous and harmful factors arising during production, machinery and equipment that do not ensure safe working conditions.

The remaining 30%, the cause of occupational accidents is due to employee errors such as: Violating regulations on occupational safety and hygiene; employees violating safe working procedures and measures issued by employers; violating national technical regulations on occupational safety.

Establish a Labor Safety and Hygiene Council right at the company

At the workshop, a representative of Chang Shin Vietnam Co., Ltd. (specializing in shoe production, with about 40,000 employees) shared: The company has established a occupational safety and hygiene department to ensure minimum requirements for occupational safety and health. In which, the company clearly defines the responsibilities and roles of the occupational safety and hygiene department in the organization. From there, the company recruits and trains employees with expertise in occupational safety and hygiene, ensuring that employees have adequate knowledge and skills to perform their work.

The company also issued a decision to establish a Labor Safety and Hygiene Council at the facility, playing an important role in ensuring a safe working environment, minimizing the risk of occupational accidents and diseases. This Council will be responsible for evaluating, inspecting and proposing measures to improve occupational safety and hygiene. The Council also has the task of advising and guiding the implementation of policies and regulations on occupational safety and hygiene at the grassroots level.

From opinions, discussions, and workshops, it is recommended that the police investigation agency organize an investigation and strictly handle according to the provisions of criminal law for serious violations of labor safety, especially organizations and enterprises that do not comply with safety measures during production and business activities leading to professional accidents leading to death; organize publicity on mass media for criminal cases related to labor accidents; request the Provincial Federation of Labor to have solutions and instructions for grassroots trade union organizations at enterprises to operate effectively in accordance with prescribed functions and tasks to help the occupational safety and hygiene network fully perform its functions and powers to achieve good results.

Regarding the labor accident that killed 2 workers and injured 3 workers at P.N Ceramic Tile Joint Stock Company (Tan An Commune, Dong Nai Province), immediately after the incident, trade unions at all levels in Dong Nai Province were present at the scene to grasp the situation, and at the same time visited and encouraged workers and their families; The Golden Heart Social Charity Fund also visited and encouraged workers and their families, in case of death, 10 million VND/case and injury, 5 million VND/case.
