According to statistics from the Hanoi Employment Service Center, over the years, the rate of unemployed workers going to vocational training in the city has been low; workers are mainly interested in unemployment subsidy policies.
According to Ms. Vu Thi Thanh Lieu, Deputy Director of the Hanoi Employment Service Center, thanks to the efforts of relevant agencies, in recent years, the number of workers registering for vocational training has tended to increase in the area. Accordingly, in 2023, the city had 778 workers registering to learn a trade, in 2024 there were 1,162 registered people. In the first 8 months of 2025 alone, the Hanoi Employment Service Center received 49,111 people applying for unemployment benefits and 720 people with vocational training decisions.
Currently, the Hanoi Employment Service Center trains 3 occupations for unemployment insurance workers: Beverage brewing techniques; food processing techniques; office IT. The center also attracted 13 more vocational training institutions to train more than 40 occupations so that workers have more options.
Explaining the reason why unemployed workers are not interested in vocational training, Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment said that due to awareness, policies, and organization of both vocational training institutions and enterprises.
Mr. Trung pointed out that the content and vocational training are not close and do not meet the actual needs of the labor market; teaching skills are not in accordance with business requirements. In addition, workers are aware of limitations and lack of confidence in the quality of training facilities or do not want to participate in training while needing jobs immediately to make ends meet.
Not to mention, the low vocational training support regime (VND 1,500,000/person/month), not supporting living expenses, travel... is also a barrier for many workers in difficulty. Finally, the coordination between training institutions and enterprises is still limited, the outputs of vocational training are not specific, so workers do not have enough confidence to study.
Mr. Trung proposed that it is necessary to organize an assessment of both policies and vocational training regimes for unemployed people, as well as the organization and implementation, finding out the causes, bottlenecks, capabilities and real needs of the labor market to find appropriate solutions. Thereby, it has attracted a large number of unemployed workers to participate in vocational training.

To receive free vocational training support, employees need to meet 4 conditions: Employees who have quit their jobs or terminated their labor contracts in accordance with the provisions of law; employees who have submitted an application for unemployment benefits to the Employment Service Center within 3 months from the date of resignation; employees who have not found a job after 15 days from the date of submitting the application for unemployment benefits; employees who have paid unemployment insurance for 9 months or more within 24 months from the date of resignation.
