At the VII Congress held at the end of December 2025, the Vietnam Textile and Garment Trade Union identified one of the coordinated target groups as 75-80% of its affiliated units participating in the sectoral collective labor agreement.
In the past term, the work of negotiating and signing collective labor agreements continued to be of concern to the Vietnam Textile and Garment Trade Union. The industry trade union has coordinated with the Vietnam Textile and Garment Association to negotiate and sign the 6th collective labor agreement with many contents beneficial to workers in terms of salaries, shift meals, and welfare for female workers and workers in difficult circumstances.
These policies are the basis for businesses to refer to in the process of building and implementing regimes at enterprises. 86 units have participated, corresponding to 86,347 union members, accounting for 78.4%.
In the group of coordinated targets implemented for the 2025-2030 term, the Textile and Garment Trade Union strives for 100% of enterprises and units with trade union organizations to be eligible to represent, negotiate, and sign collective labor agreements in accordance with the law. 75-80% of affiliated units participate in the collective labor agreement of the Vietnam Textile and Garment industry.
Especially promoting substantive and effective collective dialogue and negotiation is identified as one of the 3 breakthroughs of the Vietnam Textile and Garment Trade Union.
To achieve the above targets, the Vietnam Textile and Garment Trade Union proposed solutions to improve the capacity to negotiate, sign and implement collective labor agreements with policies beneficial to workers; focusing on salaries, meal allowances, working conditions, welfare, and increasing the rate of collective labor agreements reaching type A and B.
In addition, coordinate with employers in building and implementing the Regulations on Democracy, regulations on coordination between professional and Trade Unions; organize annual conferences of officials, civil servants, public employees, and employees; organize dialogues, improve the quality of dialogues at enterprises, and promptly resolve workers' grievances.
The Trade Union also participates in inspecting, examining, and supervising the compliance with the law, implementing regimes and policies for employees, and giving timely opinions for businesses to adjust.
Proactively grasp the situation of labor relations and promptly warn of conflict risks, prevent labor disputes and spontaneous strikes beyond the scope of resolution of enterprises, groups and the Vietnam Textile and Garment Trade Union.
Another solution built by the Vietnam Textile and Garment Trade Union is to strengthen propaganda and dissemination of laws so that workers can improve their understanding, awareness of law compliance and labor discipline. Through this, workers can proactively protect their legitimate and lawful rights and interests as well as the rights and responsibilities recorded in the Collective Labor Agreement.
