Recently, a thematic conference on skills and methods of union officials when participating in resolving collective work stoppages, organized by the Trade Union of Industrial Parks in Ninh Binh province, attracted nearly 100 union officials to participate. At the conference, grassroots union officials shared their experiences and skills in preventing and handling collective work stoppages at units and enterprises in Ninh Binh province.
The grassroots union officials all said that most of the collective work stoppages at units and enterprises occurred during, before and after the Lunar New Year. These are times when manufacturing enterprises face difficulties, transfer leaders or when there are new regulations on State salary policies... affecting the employment and life of employees.

Ms. Nguyen Thu Hang - Chairwoman of the Trade Union of YOOSOL Vietnam Co., Ltd. (in Gian Khau Industrial Park, Ninh Binh) - shared that when collective work stoppages occur, union officials need to listen to employees talk about their concerns, aspirations and proposals. When they understand what they need, the Trade Union will have a basis to work with the enterprise.
In addition, it is necessary to clearly understand the business through internal regulations, regulations, collective labor agreements, production and business situations before starting work. When receiving information from both sides, union officials will synthesize and analyze to clearly understand the nature of the problem.
"When grasping the causes, aspirations, and recommendations of employees, we stand up as an intermediary to connect employees and businesses to propagate, mobilize, and explain so that both sides can find a common voice, reach consensus, and end disputes in labor relations" - Ms. Hang shared.
It is necessary to equip skills in resolving and preventing collective work stoppages
Mr. Dinh The Hung - Chairman of the Trade Union of Industrial Parks of Ninh Binh province - shared that collective strikes or work stoppages, whether correct or not according to the provisions of law, affect the security and social order situation as well as at enterprises. At the same time, that disrupts production and business activities, causes material damage to enterprises, and damages labor relations between employees and employers. Therefore, stopping collective work to resolve conflicts between employees and business owners is not feasible.
However, whether we like it or not, in reality, there are still collective work stoppages at units and enterprises. Mr. Hung cited that after the Lunar New Year 2022, in less than 2 months, there were 7 consecutive collective work stoppages in enterprises in industrial parks and clusters in Ninh Binh province.
Therefore, union officials, especially grassroots union officials, need to equip themselves with experience, methods, and skills in resolving and preventing collective work stoppages.

According to Mr. Hung, as a union cadre, it is necessary to first equip themselves with skills to recognize times when collective work stoppages are likely to occur; skills to recognize signs before collective work stoppages occur and especially skills and methods in the process of participating in resolving collective work stoppages.
"Preventing and resolving collective work stoppages requires synchronous and effective solutions, with the strong participation of Party committees and authorities, especially specialized agencies advising and assisting local authorities, closely coordinating with socio-political organizations whose core is the trade union organization. This is also an important task, both performing well the function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, to make the trade union organization a truly solid support for workers, and enhancing the position and role of trade unions in the process of industrialization and modernization of the country" - Chairman of the Trade Union of Industrial Parks in Ninh Binh province Dinh The Hung emphasized.
