For the 2020-2025 term, the Party Committee of the Vietnam General Confederation of Labor will lead the Trade Union organization and direct the departments and Party Committees to organize the implementation and completion of a number of key tasks as follows:
Advising the Politburo to issue Resolution No. 02-NQ/TW dated June 12, 2021 on "Innovation of organization and operation of Vietnam Trade Union in the new situation" to create an important political basis to orient innovation of organization and operation of Vietnam Trade Union. Direct the issuance and implementation of the Action Program of the Executive Committee of the Vietnam General Confederation of Labor to implement Resolution 02 in conjunction with the implementation of the Resolution of the 13th National Party Congress with 7 groups of tasks and solutions.
Up to now, at the Vietnam General Confederation of Labor level, 14/35 projects and plans to specify the content of the Resolution have been issued and implemented; 21 contents are still being researched and proposed. 100% of provincial and sectoral trade unions specify implementation through promulgating and implementing programs, plans, projects and models. In localities, trade unions advise provincial and municipal Party committees to issue action programs or plans to implement the Resolution.
Direct the successful organization of the 13th Congress of the Vietnam General Confederation of Labor as a truly "Innovation, democracy, solidarity, and development" Congress, marking a new development stage of the Trade Union organization; issued 3 programs, 2 resolutions, 3 projects to concretize the targets, tasks, and solutions of the Congress Resolution; directed trade unions at all levels to focus on researching, disseminating, studying, and widely implementing the resolutions of trade union congresses at all levels and the Resolution of the 13th Congress of the Vietnam General Confederation of Labor.
Actively innovate and improve the quality of participation in the development of policies and laws related to workers; discover and propose many recommendations and suggestions on law-making to better care for and protect the rights of workers, contributing to removing difficulties in housing, medical examination and treatment facilities, social infrastructure for workers, etc.; promote the role of members of the National Wage Council in proposing annual negotiation of the minimum wage adjustment level in accordance with the actual situation, harmonizing the interests of workers and enterprises. Focus on building and completing the draft dossier of the Trade Union Law (amended), submitting to the National Assembly (term XV) for approval at the 8th session, creating an important legal corridor for the Vietnam Trade Union organization in attracting, gathering, and protecting the rights of workers.
Organize activities to celebrate the 95th anniversary of the founding of the Vietnam Trade Union (July 28, 1929 - July 28, 2024), the new point is the "Union Meal" held simultaneously at grassroots trade unions, creating solidarity between the trade union organization and union members and workers, promoting dialogue and negotiation with employers to improve the quality of shift meals, contributing to improving the health of workers.
Emulation movements launched and implemented by the Trade Union are the Good Labor and Creative Labor movements to celebrate the 13th Congress of the Vietnam Trade Union, the 95th anniversary of the founding of the Trade Union, emulation in response to the movements launched by the Prime Minister taking place enthusiastically, attracting a large number of union members and workers to participate, typically the Program "75 thousand initiatives to overcome difficulties and develop", the Program "1 million initiatives, efforts to overcome difficulties, creativity to overcome the COVID-19 pandemic", the emulation movement to build a 500KV line circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) ...
The Party Committee of the Vietnam General Confederation of Labor has also practiced to direct the improvement of efficiency, continuing to improve programs and models to care for union members and workers such as "Tet Sum Vay", "Union Shelter", "Worker's Month", "Union Tet Market"...
The Prime Minister's Workers' Dialogue Program, the Workers' Forum chaired by the National Assembly Chairman, and thematic programs for National Assembly deputies to meet voters with workers and laborers were organized, promptly resolving many issues of concern and concern of union members and laborers, and at the same time being an important channel contributing to perfecting policies and laws.
The work of developing union members, establishing grassroots unions, building a strong union organization, participating in building the Party, State and political system has achieved many results. In the past 5 years, more than 5.1 million new union members have been admitted. The Trade Union actively coordinates with relevant agencies to monitor and provide social criticism, participate in giving comments on Party building, building a clean and strong government according to Decision 217, Decision 218 of 2013 of the Politburo. During the term, more than 572,000 outstanding union members were introduced to Party committees at all levels for training and admission to the Party.
Implementing Plan No. 04-KH/BCDTW (November 13, 2024) and Conclusion No. 09-KL/BCDTW (November 24, 2024) of the Central Steering Committee on summarizing Resolution No. 18 and directives of the Party Committee of the Fatherland Front, Central organizations, the Party Committees of the Vietnam General Confederation of Labor have directed and issued documents, resolutions, and conclusions to orient the work of streamlining the organization and apparatus; directed the Presidium and the Standing Committee of the Presidium to proactively and comprehensively implement the work of streamlining the trade union apparatus at all levels, ensuring progress and requirements. The Party Committee of the Vietnam General Confederation of Labor has issued policies and orientations to issue more than 20 documents directing and guiding trade unions at all levels to organize asset inventories, financial settlements, organize, arrange cadres and handle policies for affected people.
After many stages of implementing the Party's policies, especially since the Politburo issued Decision No. 304-QD/TW (June 10, 2025), the Party Committee of the Vietnam General Confederation of Labor continues to direct the completion of the organizational model in the direction of streamlining and efficiency.
Some major results after the arrangement are as follows: At the Central level, restructure into two committees that directly advise on trade union work: the Trade Union Work Committee and the Labor Relations Committee. At the provincial level, the number of provincial/city Labor Federations decreased from 63 to 34, and professional departments increased to 49 (previously 236). Central Industry Trade Union, reduced to 17 Industry Trade Unions (previously 19. End the operation of all district-level trade unions, industrial park trade unions, and local industry trade unions. Commune level: 395/699 commune, ward and special zone trade unions have been established. The country currently has 60,582 grassroots trade unions and 948 grassroots trade unions, a decrease of about 60,000 grassroots trade unions compared to before July 1, 2025. Career units: Currently, there are 09 public service units and affiliated units (merged with the Vietnam General Confederation of Labor Guest House, the Institute for Strategic Research and the Trade Union Labor Magazine transferred to the Vietnam Fatherland Front Agency) and 9 trade union vocational training institutions in the process of transfer.
The Party Committee of the Vietnam General Confederation of Labor has focused on leading and directing the resolution of difficulties and problems to adapt to the new organizational model. Accordingly, many issues arising from the grassroots, from the operation process according to the new model are compiled, researched, resolved and recommended for resolution according to authority.
Direct the consolidation, gradually reviewing, arranging, and perfecting to improve the performance of economic units and public service units under the Vietnam General Confederation of Labor to complete political targets and tasks, contributing to improving operational efficiency, building a strong Trade Union organization, and better serving union members and workers.
