Timely commendation and replication of advanced models
The plan was issued to contribute to the successful implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, in response to the Movement "The whole country competes in innovation and digital transformation" launched by the Prime Minister and the Movement "digital education in the people" launched by the Central Steering Committee on science, technology, innovation and digital transformation development.
The plan is issued to demonstrate the role and responsibility of the Vietnam Trade Union organization, of trade union heads at all levels accompanying unit heads and employers at enterprises to effectively implement innovative solutions, promote socio-economic development, contributing to the successful implementation of the two 100-year strategic goals (by 2030, becoming a developing country with modern industry, high average income, by 2045, becoming a developed country, high income) and the goals in Resolution No. 57-NQ/TW.
The Vietnam General Confederation of Labor requires the organization of emulation movements as an important task that needs to be implemented regularly and extensively among union members and trade unions at all levels with flexible, appropriate and easy-to-implement methods; with specific goals and practical content. Combining the emulation contents of the Movement "Innovation, creativity, efficiency in trade union activities" with the contents of the Movement "The whole country competes in innovation and digital transformation", "Digital education in the civil service" to ensure compliance with practical conditions and requirements in the new period...
In addition, promptly discover, commend, reward and disseminate, replicate advanced models, good people, good deeds, outstanding new models, creative and effective ways of doing things.
Changing operations from traditional to digital space
According to the plan, the emulation period is divided into 2 stages: From 2025 - 2027 and from 2028 - 2030. The emulation contents include: Emulation in propaganda, raising awareness among union members and workers about the meaning, role, and importance of developing science and technology, innovation, and national digital transformation associated with the study of President Ho Chi Minh's ideology on developing science and technology. Propagating the guiding viewpoints, goals, expenditures, tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation associated with resolutions, action programs, tasks of the Trade Union organization and goals and targets for socio-economic development of sectors and localities.
Cadres, union members, and workers compete to self-study, self-train, update, and improve knowledge and skills in digital transformation; compete in applying and exploiting digital platforms, digital technology, and artificial intelligence in work, contributing to improving labor productivity and work efficiency.
Compete to promote digital transformation, apply science, technology, and innovation in Trade Union activities.
Compete to improve the quality and effectiveness of social criticism for mechanisms and policies on the development of science and technology, innovation, and digital transformation; strengthen coordination in monitoring the implementation of the Party's guidelines and policies, the State's laws on related issues; compete to build collective labor agreements with the agreement of business owners on popularizing and training digital skills for union members and workers.
The plan also clearly states specific emulation criteria for collectives and individuals; forms of rewards; emulation targets in 2 stages; implementation solutions; assignment of implementation organization... In particular, for grassroots trade unions, it is necessary to actively propagate, mobilize and implement in response to the emulation movement, select specific, feasible solutions, close to practical conditions...
