Establishing 7,717 new grassroots unions, admitting more than 1.04 million union members
The report at the Congress said that the Ho Chi Minh City Labor Federation is currently managing 22,486 grassroots unions, with nearly 2.34 million union members, accounting for 1/4 of the grassroots unions and union members nationwide, of which, there are 148 grassroots unions with 5,361 union members.
In the 2023-2035 period, Ho Chi Minh City Trade Unions at all levels have newly established 7,717 grassroots trade unions, admitted more than 1.04 million union members; cared for and supported nearly 5 million union members and workers, with an amount of over VND 3,244 billion.
Ho Chi Minh City Employees have had nearly 204,000 technical innovation initiatives, scientific research works, and technological process improvements to improve the working environment, simplify administrative procedures, and unleash labor, applied to activities, with a value of nearly VND 76,891 billion; There are 174 collectives and 5,564 individuals who have been commended by all levels...
Actively participating in improving the quality of human resources in Ho Chi Minh City
Speaking at the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang praised the achievements of the Ho Chi Minh City Confederation of Labor in the period of 2023 - 2025.
President of the Vietnam General Confederation of Labor Nguyen Dinh Khang suggested that in the new period, the Ho Chi Minh City Confederation of Labor should focus on doing better the function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; Strengthening supervision and social criticism, especially the projects and plans of Ho Chi Minh City related to workers and laborers, on essential needs such as housing, kindergartens, cultural institutions, sports, and occupational safety and hygiene; Strengthening propaganda, mobilization, education of union members and laborers, innovating content, diversifying forms and methods of propaganda, improving practicality, persuasion, suitability to the conditions, circumstances, needs, and habits of each subject.

President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized that in the context of the rapid revolution in science and technology, innovation, and digital transformation, the Ho Chi Minh City Trade Union needs to actively participate in improving the quality of the City's human resources, contributing to building a modern and strong working class, in developing the productive forces, actively mobilizing workers and employees to study, improve their qualifications, professional skills, soft skills, working style, and be able to adapt and master modern technology.
In particular, attention is paid to improving the quality of emulation movements, focusing on the movement "Good workers, creative workers", encouraging and motivating union members and workers to actively be creative, research, study, give advice, propose initiatives and solutions to apply science, technology and digital transformation, contributing to improving labor productivity, efficiency and work quality.
At the same time, Ho Chi Minh City Trade Union needs to promote digital transformation in trade union activities, Ho Chi Minh City Trade Union officials compete to promote digital transformation, apply science, technology, innovation in trade union activities, best serve union members and workers in a timely manner.

At the Congress, the Vietnam General Confederation of Labor also announced the decision to appoint the Ho Chi Minh City Confederation of Labor Executive Committee consisting of 65 people; the Standing Committee of the Ho Chi Minh City Confederation of Labor consisting of 22 people, and the Ho Chi Minh City Confederation of Labor Inspection Committee consisting of 15 people. Accordingly, Mr. Bui Thanh Nhan will continue to be appointed as Chairman of the Ho Chi Minh City Labor Federation for the 2025-2030 term and 10 Vice Chairmen.
The Congress set out 7 groups of targets to strive for until the end of the term, 16 annual targets and 8 main groups of tasks and solutions.
In particular, strive for 100% of cases of union members who need to be consulted and argue about the legitimate and legal rights and interests to have union representatives participate or receive support from the union; 85% or more of enterprises and units with union organizations sign collective labor agreements, of which at least 10% are of type A, 40% are of type B; By 2029 - on the occasion of the 100th anniversary of the establishment of the Vietnam Trade Union - complete 100% of the digitization of union union member data and City Trade Union activities on union member management and propaganda work.
Every year, develop an average of at least 450,000 union members; by the end of 2030, there will be 2.25 million newly admitted union members; 100% of full-time union officials will be standardized in professional expertise, political theory and union work skills suitable for job positions; On average, each grassroots union will introduce at least 1 outstanding union member for the Party to consider and train for admission; At least 15% of the total number of union members will be cared for and supported; At least 10,000 union members will be cared for for with a resort regime from union financial resources; At least 30,000 union members will be consulted and have free health check-ups from union financial resources...
