On the evening of July 21, Lao Dong Newspaper's reporter noted that many workers working in the Industrial Park (IP) on the left bank of the Da River (Huu Nghi Ward, Hoa Binh City), now Hoa Binh Ward, Phu Tho Province after the merger from July 1, 2025, have proactively stored food and necessities to cope with unusual weather developments.

Ms. Phan Thi Ngoc Tu - a worker at a glass manufacturing enterprise with investment capital from Japan - said: "My family always has dry goods in stock to prevent power outages and heavy rain. Hearing the news that the storm was about to make landfall, I took the opportunity to buy more medicine because I had a small child at home.
Not only Ms. Tu, many other workers are also worried, especially after some newspapers warned about the risk of flash floods, landslides, and heavy rain in Phu Tho. Although the Da River left bank industrial park is planned to be quite safe, located far from the mountainous areas or Hoa Binh lake, with prolonged heavy rain, the risk of localized flooding in some low-lying rental areas is entirely possible.
Mr. Tran Van Thanh - a mechanical worker - said: "My place is near a small stream. Every few hours of heavy rain, water flooded into the boarding house. Since last night, I have been raising my belongings and packing sandbags in front of the door. The previous few subjective rounds were losing all my electronic devices, this time I don't dare to ignore it".

On the side of enterprises in the Industrial Park, many companies have announced that they are ready to let workers take time off if the storm deteriorates. Medical and logistics rooms are also deployed at the factory to respond to emergency situations.
Mr. Nguyen Long - Chairman of the Trade Union of R Vietnam Technical Research Company Limited (Da riverside industrial park) - said that the company always closely accompanies workers during the rainy and stormy season: "We have established a quick response team to provide timely support when workers encounter problems. All arising problems are handled immediately".
Although it is not clear how much storm No. 3 will affect Phu Tho, the spirit of proactive prevention has spread among the working community. With the character of living away from home and living in crowded boarding houses, workers are often vulnerable to natural disasters.
Therefore, the active actions and support of trade unions and enterprises are important factors to ensure the safety of workers during the rainy and stormy season.
