Bringing Trade Union activities into common tasks
Recently, on August 25, Ms. Tran Thi Cam Nhung - Deputy Secretary of the Hoi An Ward Party Committee, Da Nang City - on behalf of the Standing Committee of the Ward Party Committee signed and issued Plan No. 184-KH/DU on strengthening the Party's leadership over the activities of the Trade Union organization in the area in the new period.
The plan aims to create conditions for the Hoi An Ward Trade Union to better perform the task of representing, caring for, and protecting the legitimate and lawful rights and interests of workers. At the same time, improve the efficiency of union member development and establishment of grassroots trade unions, especially at enterprises, service establishments and households using labor.
According to the plan, leadership and direction of Trade Union activities are identified as important political tasks of the Party Committee. The content of developing union members, establishing grassroots trade unions, caring for and protecting the rights of workers will be included in the annual work program and the full-term work program of the Ward Party Committee.
The Standing Committee of the Ward Party Committee will regularly listen to the Trade Union report on the operating situation, difficulties, obstacles and issues arising related to employees. Members of the Standing Committee and Party Committee members are also assigned to monitor and be in charge of Trade Union work.
One of the key contents of the plan is to review the number of enterprises, cooperatives, business households and labor-using units in the area, especially in places with high labor concentration but not yet established Trade Union organizations.
The Ward People's Committee and relevant agencies are responsible for coordinating, providing information, and creating conditions for the Trade Union to access businesses and workers. The Ward will also establish a working group to directly propagate and mobilize businesses that meet the conditions but have not yet established grassroots trade unions.
Coordinate to help Trade Unions stick to grassroots levels
According to Mr. Phung Huu - Chairman of Hoi An Ward Trade Union, strengthening the Party's leadership over Trade Union activities is of great significance, because Trade Unions do not operate separately from the socio-economic life of the locality but are directly associated with workers, businesses and issues arising in labor relations.
The leadership of the Party Committee first of all helps Trade Union work to be placed in the right position in the general tasks of the locality. When developing union members and establishing grassroots trade unions, caring for and protecting the rights of workers is identified as a task that needs to be regularly concerned, this is no longer the private work of the Trade Union organization.
The government, the Fatherland Front, socio-political organizations and relevant agencies are jointly responsible for coordinating, each unit performs according to its functions. This is especially necessary for areas with many small businesses, household businesses and dispersed workers such as Hoi An" - Mr. Phung Huu said.
In fact, to develop union members and establish grassroots trade unions, first of all, the Trade Union must grasp which businesses are operating, where there are many workers, and how the lives and jobs of workers are. The Trade Union also needs to monitor issues arising between workers and employers to have appropriate forms of access, propaganda and support.
When the Party Committee directs the review, assigns officials to monitor and requests relevant agencies to coordinate in providing information, the Trade Union will have more conditions to approach the right subjects, identify the right areas to focus on and develop a roadmap for union member development close to reality.
This is not only a solution to increase the number of union members and grassroots trade unions but also helps the Trade Union organization better perform its function of representing, caring for and protecting workers.
According to Mr. Phung Huu, Plan No. 184-KH/DU is not only of orientational significance but also creates a basis for Party committees, authorities and Trade Unions to jointly participate in solving problems raised from practice. This coordination will help Hoi An Ward Trade Union develop its organization, stick to the grassroots level and improve the practicality of operations.
