According to Plan No. 26/KH-LDLD dated October 31, 2025, the 1st Congress of the Dong Thap Provincial Trade Union is scheduled to take place on December 26, 2025 at the Provincial Convention Center, with 390 official delegates representing the team of workers, civil servants and laborers in the whole province.
Proactive and synchronous right from the direction stage
In early 2025, the Provincial Federation of Labor identified the direction of congresses at all levels as the central task of the entire system. Plan No. 19/KH-LDLD dated September 24, 2025 was issued early, serving as a basis for unification for the whole province in determining the roadmap, progress, content and method of organizing the congress. Instruction No. 09/HD-LDLD dated October 13, 2025 specifically stipulates the standards, structure and process of introducing personnel for the new Executive Committee, which is considered a key step to ensure inheritance and development.
Document preparation work has also received special attention. Instruction No. 11/HD-LDLD dated October 21, 2025 requires trade unions at all levels to focus on developing the Political Report and the Reviewing Report of the Executive Committee to ensure generalism, concision, accurate reflection on practice, focus on evaluating the achieved results, clearly identifying limitations, causes and drawing lessons to serve the new term.
The Provincial Federation of Labor issued guidelines for propaganda of Congress No. 06/HD-LDLD and Plan for organizing the propaganda of the First Congress of Dong Thap Provincial Trade Union No. 24/KH-LDLD, in which the Trade Unions at all levels are directed to closely coordinate with media agencies to carry out propaganda activities on outstanding achievements and results of activities of Dong Thap Trade Union in the past term; launch and direct all levels of Trade Unions to register works and practical activities to celebrate the Congress.
Regarding finance, the Provincial Federation of Labor directs the development of budget estimates for organizing Congresses at all levels from union financial resources, socialized sources and support from Party committees, authorities and professional agencies. The use of funds must comply with regulations, promote the spirit of thrift and efficiency, avoid waste, and contribute to the cultural expression of the trade union organization.
Organize methodically, strictly, promote democracy
During the direction process, the Standing Committee of the Dong Thap Provincial Federation of Labor always emphasized the requirement that the congress must be substantial, promote collective intelligence, promote democracy, and arouse the sense of responsibility of union members and workers for the development of the trade union organization. The stages from personnel preparation, documents to congress management are all guided in detail, closely following the regulations of the Vietnam General Confederation of Labor.
To ensure the Congress is successful as planned, the Provincial Federation of Labor has established 03 Subcommittees to serve the Congress: Documents, Personnel, Propaganda and Organization - serving, clearly and specifically assigning the responsibilities of each member and department in preparing and operating activities related to the Congress; Closely monitoring the progress at the grassroots level.
Along with that, the Provincial Federation of Labor established 04 working groups to approve documents, personnel and attend congresses and conferences; organized conferences to guide the organization of commune and ward trade union conferences.
By November, the grassroots trade unions had basically completed the preparation for the congress, with 110/759 grassroots trade unions organizing congresses and conferences; 34/84 commune and ward trade unions organizing the Conference. The Dong Thap Provincial Federation of Labor is strengthening close direction to ensure the completion of the set goals on time.
With the spirit of "Solidarity - Democracy - Discipline - Innovation - Development", a clear roadmap, a strict system of documents, the Trade Union Congresses at all levels towards the 1st Dong Thap Trade Union Congress, the 2025-2030 term will open a new promising term.
