With the responsibility of the head of the Vietnam Education Trade Union, in the period of 2021-2025, Dr. Nguyen Ngoc An directly directed and widely organized the implementation of emulation movements and campaigns associated with the political tasks of educational institutions and schools. In particular, the emulation movement "Good teaching - Good learning" with the content "Innovation and creativity in teaching and learning" stands out. The movement has encouraged tens of thousands of teachers and managers to innovate teaching methods, apply information technology, and transform digitally in education, contributing to improving the quality of teaching and learning, especially effectively adapting to the period of preventing and fighting the COVID-19 epidemic.
With the motto Every hour of going to class is a step forward in teaching, every day of going to school has an innovation in work, there have been thousands of innovative and creative products in the whole industry, many products have been effectively applied in management, teaching and work.
In the period of 2023 - 2025, over 534 "Teachers develop together" groups will continue to be maintained, newly established and actively and effectively operating with 93,128 scientific research topics, technical innovation initiatives, valuable initiatives applied in management, teaching, learning... contributing to building professional groups, departments, and schools to become increasingly strong", Dr. Nguyen Ngoc An shared.
In 5 years, the emulation movement "Good workers, Creative workers", "Scientific research and technology transfer" continues to arouse the potential and intelligence of cadres, teachers, and workers (CBNGNLD), actively contributing to the management, teaching, scientific research, technology transfer, contributing to the successful completion of political tasks and building brands of units and schools in the roadmap for university autonomy and digital transformation.
The direction and implementation of the movement has received the attention and active coordination of the professional community, and has been selected by the trade unions of the units for content, integrated, and implemented in appropriate forms, overcoming difficulties, and taking advantage of all favorable conditions to organize effectively.
In the period of 2020 - 2025, hundreds of thousands of technical innovation initiatives have been applied in practice, benefiting society with over 200 billion VND; 29 teachers and scientists have been awarded the Creative Labor Certificate by the Vietnam General Confederation of Labor; 64 teachers and scientists have been awarded Certificates of Merit by the Vietnam General Confederation of Labor for their outstanding achievements in the "Scientific Research and Technology Transfer" movement.

With the campaign "Each teacher is a moral, self-study and creative example", Dr. Nguyen Ngoc An emphasized that studying and following Ho Chi Minh's ideology, morality and style has helped many outstanding teachers to be discovered, replicated, and created a spreading effect throughout the industry.
In the 2020-2025 period, an important highlight of the Vietnam Education Trade Union is the campaign "Supporting education in mountainous, remote, isolated and extremely disadvantaged areas".
