The Ministry of Home Affairs has completed reviewing the list of job positions in the entire public system, including state administrative agencies, public service units, and 2-level local governments, to ensure a compact, effective and efficient apparatus.
In public service units, the Ministry of Home Affairs orients 88 leadership and management positions.
Implementing Conclusion No. 121-KL/TW of the 13th Party Central Committee, resolutions and conclusions of the Politburo and the Secretariat, there will no longer be General Departments in the organizational structure of Ministries and ministerial-level agencies; no longer district-level.
Thus, according to the Ministry of Home Affairs, out of a total of 110 positions for civil servants in leadership and management positions, there will no longer be a series of positions such as: Job positions in public service units under the General Department; job positions in public service units under the General Department; job positions in public service units under district-level People's Committees.
Accordingly, the Ministry of Home Affairs calculated the total number of positions for civil servants in leadership and management to decrease by 20.
Regarding specialized professional employment positions, the Ministry of Home Affairs has identified 392 positions.
After completing the arrangement of the apparatus, ministries, branches and localities do not create new job positions that need to be built in public service units.
Accordingly, public service units continue to use 392 specialized professional positions according to the regulations in the circulars prescribed by the Ministry of Industry and field management issued, in accordance with the functions and tasks prescribed by competent authorities.
These positions are stipulated in Circular No. 12/2022/TT-BNV of the Minister of Home Affairs (amended and supplemented in Circular No. 06/2024/TT-BNV), continuing to be used because they are not reserved for tasks.
For job positions in the field of personnel organization (organization of the apparatus, human resource management, emulation and reward), the field of information technology in public service units is used together with the corresponding specialized position.
The Ministry of Home Affairs also orients 25 supporting and serving job positions. These positions are stipulated in Circular No. 12/2022/TT-BNV of the Minister of Home Affairs (amended and supplemented in Circular No. 06/2024/TT-BNV), continuing to be used because they are not reserved for tasks.
