Actual development increased 31,239 union members
In 2024, Hai Phong City Labor Federation newly established 179/100 grassroots unions, reaching 179% of the annual plan, established 8/3 grassroots unions, reaching 260% of the plan; developed 47,992 new union members (actual development increased by 31,239/27,600 union members, reaching 113% of the plan; developed 620/600 union members, reaching 103% of the plan assigned by the Vietnam General Confederation of Labor).
According to Mr. Nguyen Anh Tuan - Chairman of Hai Phong City Labor Federation, to achieve this result, the city's trade unions at all levels always identify developing union members and establishing grassroots unions as the top priority tasks, allocating 3 billion VND to support the work of developing union members.
With the motto "where there is labor, there is a union", the Hai Phong City Labor Federation directed all levels of unions to establish a steering committee for union member development, a working group for union member development, and establish grassroots unions from the city level to the grassroots level, clearly assigning responsibilities according to each locality and area of responsibility. Units proactively advise the Party Committee, organize the signing of a program of coordination with specialized authorities at the same level, promptly develop plans for union member development, and establish grassroots unions.
In fact, over the past year, many units such as the Hai Phong Economic Zone Trade Union, the Hong Bang District Labor Federation, Vinh Bao District... have effectively coordinated with professional authorities at the same level to achieve and exceed the union member development target. It is worth mentioning the simultaneous establishment of 31 grassroots trade unions of the Hai Phong Economic Zone Trade Union on May 9, 2024, with the results of 2 years of implementation by this unit.
To find sources for union member development, the Hai Phong City Labor Federation based on social insurance payment data of the city's Social Insurance, coordinated with city departments and branches to survey units, businesses, and employees working in the fields of tourism, transportation, healthcare, education, construction, etc. From there, statistics were compiled on units that have established or have not established a union organization, and are eligible to establish a grassroots union for propaganda and mobilization.
Promoting Digital Transformation Application
In recent times, the Hai Phong City Labor Federation has strongly implemented digital transformation, developed new features on the Huong Cong App - Hai Phong Trade Union and linked data on employees participating in social insurance on the Huong Cong App - Hai Phong Trade Union. Along with that, implementing digital transformation in direction and operation activities, ensuring synchronization, flexibility, and timeliness, contributing to improving the quality of the labor movement and trade union activities of the city.
To date, the Hai Phong City Labor Federation manages 3,037 grassroots unions with nearly 348,000 union members. All levels of Hai Phong City Labor Union strive to exceed the target set by the Resolution of the 15th Congress of the City Labor Union, which is to admit 150,000 union members by the end of the 2023-2028 term, and by the end of the term, the entire city will have 415,000 union members.
In 2025 alone, Hai Phong trade unions at all levels strive to increase the number of union members by 30,000; establish 80 or more grassroots unions, of which 100% of units and enterprises with 20 or more employees establish a trade union organization.
To achieve this goal, the City Labor Federation combines the work of developing union members and establishing grassroots unions with the construction, consolidation and improvement of the effectiveness of grassroots union activities in accordance with the characteristics and situation of each type of enterprise. Units continue to review the establishment and operation of enterprises in the area and the industry under their management to develop appropriate and effective union member development plans. "In 2025, the City Labor Federation will focus on applying digital transformation, connecting social insurance data on the Huong Cong App - Hai Phong Labor Union, increasing the rate of union members, especially in non-state enterprises. At the same time, direct units to allocate financial resources reasonably, coordinate with Party committees and authorities to mobilize more funds, ensuring the completion of the goal of developing union members and establishing grassroots unions" - Mr. Nguyen Anh Tuan, Chairman of Hai Phong Labor Federation affirmed.
