Many employees who have contributed for 10 to 25 years have not been recruited
According to the petition, most of these employees are working under labor contracts at school units. Although the job is regular, long-term and takes on many positions at the same time such as clerical, treasurer, accountant, equipment, library, school healthcare... they are still not considered for admission to the payroll, have low income, are unstable and do not enjoy appropriate welfare regimes.
According to the petition, the whole province currently has more than 350 high school-level administrative staff, of which about 2/3 have contributed from 10 to 25 years. The salary is mainly balanced by the school principal from the unit's financial resources, depending on the ability of each school, there are no unified regulations. The Department of Finance currently only approves 2 salary rates for each school with a coefficient of 2.34, not considering seniority or degree.
This situation greatly affects the lives and work of administrative staff - those who play a role in operating discipline, administration, finance and supporting teaching activities at schools.
According to the reflection, their wish to be on the payroll has lasted for decades, but it has not become a reality yet. In particular, since the policy of exempting tuition fees for high school students was implemented, many contract employees have had their salaries cut, and are even at risk of losing their jobs due to the school's no longer having revenue. Most of the employees are now in their 40s and 50s, having difficulty finding a new job, and their lives are struggling with many worries.
From that situation, the staff recommended that the Provincial People's Committee and the Department of Education and Training of Thanh Hoa consider organizing recruitment for the payroll, in which priority was given to recruiting people who had worked continuously for many years, in order to stabilize the service team and improve the effectiveness of educational activities.
Functional sectors get involved
Speaking to Lao Dong Newspaper reporters about the above incident, Mr. Ta Hong Luu - Deputy Director of the Department of Education and Training of Thanh Hoa province - said that the department had received an official dispatch from the People's Committee of Thanh Hoa province assigning the task of verifying, checking information and responding to concerns and recommendations of administrative staff working at high schools.
Immediately afterwards, the department assigned a specialized department to conduct an inspection and grasp more information.
"The petition is not a specific individual but a collective petition, making verification difficult. However, after reviewing and realizing that the content of the petition is legitimate, the department will check and report to the Provincial People's Committee" - Mr. Luu informed.
Mr. Luu also added that for many years, the province has not recruited administrative staff at high schools, the reason being the frequent shortage of teachers. Meanwhile, the province is implementing a roadmap to reduce the number of career staff by 10% in the period of 2021 - 2026 according to regulations, so the current priority is still to recruit enough teachers to teach.
"Since the reality is that there are not enough teachers, it is not possible to have a payroll to recruit administrative staff. Therefore, to solve this problem, there is only one way to propose that the Central Government assign an increase in the staffing quota" - Mr. Luu said.
According to Mr. Luu, in the coming time, the department will propose to the Provincial People's Committee to recommend the Central Government to increase the staffing quota. If approved, the recruitment of administrative staff to the payroll of new high schools can be carried out.
