Decree 170/2025/ND-CP regulating the recruitment, use and management of civil servants has officially eliminated the promotion exam mechanism in previous regulations.
Instead, civil servants will be evaluated based on work results, qualities and actual capacity. At the same time, there is no regulation on unified quality control of civil servant input at the national level, creating more flexibility and decentralization for ministries, branches and localities.
Specifically, the form, content, and time of the civil service exam for the employee rank are as follows:
(1) Specialized professional competition
- Exam format: Exam or practice.
(2) Exam content:
For the multiple-choice test: Assessment of thinking ability, ability to apply knowledge into practice; ability to implement tasks and work of the job position; candidate's understanding of the job position.
For the practical exam: Do specific work according to the requirements of the job position.
Exam scoring scale (answer or practice): 100 points.
(3) Exam time is 30 minutes.
Admittees in the civil service exam must meet the following conditions:
- Have a professional exam score of 50 points or more. In case the exam combines writing and interviewing, both exams must be taken (writing and interviewing) and the results must reach 50% or more of the maximum score of each exam;
- Having a higher professional exam score score combined with the priority score prescribed in Article 6 of Decree 170/2025 (if any) taken in order from high to low in the recruitment quota of each job position, including for the job position that is jointly recruited for many different civil servant agencies.
