On February 9, the Hai Phong City Labor Federation (LĐLĐ) organized a conference to summarize activities in 2025 and deploy tasks for 2026 of the Clubs of Chairmen and Vice Chairmen of grassroots Trade Unions (CĐCS) of industrial parks in the western Hai Phong area.
According to the report at the conference, after the merger of the Hai Phong and Hai Duong Trade Union organizations, all grassroots trade unions in the western industrial parks were transferred to be directly under the City Labor Federation. This change changes the scale of management and methods of directing trade union activities at the grassroots level, and at the same time raises the requirement to build a new connection mechanism in the context of ending trade union activities directly above the grassroots level.
On that basis, on September 17, 2025, the City Labor Federation issued a decision to establish 7 Clubs of Chairmen and Vice Chairmen of Grassroots Trade Unions in industrial parks in the West.

To date, the Club system covers 217 grassroots trade unions, with 117,225 workers, 115,537 union members, becoming the core force in implementing Trade Union tasks in the area. The Clubs have different scales, industry structures and investment characteristics, forming large production clusters in electronics, mechanics, textiles, supporting industries with FDI capital mainly from Korea, Japan, China...
In the first year of operation, due to being established at the end of the year, the Clubs did not organize direct activities according to regulations, but the Steering Committee proactively established a flexible connection mechanism through online operating groups, ensuring smooth information.
The conference also agreed on the direction and tasks for 2026 with key objectives: maintaining periodic meetings according to regulations; organizing thematic meetings on dialogue, collective bargaining, and care for union members; summarizing recommendations from grassroots trade unions on salaries, welfare, and employee life; maintaining a fast and timely information network to coordinate in handling issues arising in labor relations; proactively organizing movement activities and caring for union members on an industrial park scale.

Speaking at the conference, Mr. Nguyen Van Quyet - Standing Vice Chairman of Hai Phong City Labor Federation acknowledged and praised the initial results of the Club system.
He affirmed that, although newly established, the model has operated correctly, promoting the role of connecting, supporting nghiệp vụ and transmitting two-way information between grassroots trade unions and upper-level trade unions, creating an important foundation to continue to organize operations methodically and effectively in the coming period.
