The payment of social allowances without cash must be ensured safety, transparency, publicity and 100% completed by the end of 2025.
Therefore, the People's Committee of Khanh Hoa province requested the People's Committees of communes and wards to urgently deploy solutions to ensure the completion of the payment rate through accounts each month, starting from August 2025.
At the same time, coordinate with the Post Office to increase propaganda, mobilization, and support for people - especially social protection beneficiaries - to open and use bank accounts and e-wallets to receive subsidies.
According to the direction, the Department of Health will preside over and coordinate with relevant agencies and units to review, monitor and urge monthly implementation in communes and wards.
Periodically on the 20th of each month, from August to December 2025, the Department of Health must synthesize data and report to the Provincial People's Committee on the implementation situation to promptly remove obstacles.
Along with that, Khanh Hoa Post Office and Ninh Thuan Post Office - the payment service organizer - will coordinate with banks and organize payment intermediaries to ensure convenient, easy and safe payment from the account, protecting the legitimate rights of the people.
