On the morning of June 4, speaking at the solemn session of the 14th Vietnam Trade Union Congress, Ms. Nguyen Kim Loan - City Party Committee Member, Vice President of the Ho Chi Minh City Labor Federation - expressed high agreement with the documents submitted to the Congress; and at the same time sent to the Congress the belief, affection and deep expectations of more than 23,000 grassroots trade unions, more than 2.4 million trade union members and nearly 7.2 million workers, civil servants, and laborers of Ho Chi Minh City.
According to Ms. Nguyen Kim Loan, Ho Chi Minh City is a major economic, financial, commercial, and service center of the country; a locality with a large concentration of workers and laborers with many types of businesses, industries and diverse labor relations.
After the process of arranging and consolidating the Trade Union organization of 3 localities Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau, the number of trade union members of the city accounts for about 1/4 of the number of trade union members nationwide; is the locality with the largest number of union members and grassroots trade unions in Vietnam.
Therefore, in the past time, city-level trade unions have focused on effectively implementing grassroots democracy regulations; proactively coordinating with employers to organize employee conferences, periodic dialogues at workplaces... In 2025 and the first months of 2026 alone, city-level trade unions have organized more than 26,000 dialogues at workplaces, and coordinated to organize more than 20,000 employee conferences at enterprises.
Caring for the right people, the right needs
In parallel with dialogue, collective bargaining continues to be focused on by city trade union levels in a substantive and effective direction. Currently, there are more than 18,000 collective labor agreements being implemented with many clauses that are more beneficial to workers than the provisions of law.
Many businesses maintain wages higher than the regional minimum wage by 5-10%; have policies to support rent, periodic health check-ups, care for pregnant women and young children; organize sightseeing and resort programs; support union members and workers in particularly difficult circumstances and with dangerous diseases. The Ho Chi Minh City Trade Union determines to promote digital transformation and innovate methods of managing union members. Gradually forming synchronous and interconnected union member management data, helping the work of managing and caring for workers become faster, more accurate and timely. The work of caring for union members and workers is implemented with a budget of trillions of VND, especially when workers unfortunately fall into dangerous circumstances.
Programs such as "Tet Sum vay", "Trade Union Spring Bus Trip", "Trade Union Tet Market", "Meaningful Market", "Trade Union Shelter", "Workers' Month", "Workers' Day"... are increasingly going deeper, taking care of the right subjects, the right needs of workers.
Implementing the direction of the Ho Chi Minh City Party Committee, the Ho Chi Minh City Trade Union has proactively signed programs to coordinate with businesses to deploy housing construction for workers to rent and lease-purchase with a scale of about 130,000 units in the period 2026 - 2030.
Building a modern and close trade union organization
Ms. Nguyen Kim Loan said that the Trade Union and union members, workers, civil servants, and laborers of Ho Chi Minh City are very honored to be visited and encouraged on April 27 by the General Secretary, President and Party and State leaders on the occasion of Workers' Month and the celebration of International Labor Day May 1.
Immediately after that, the Ho Chi Minh City Labor Federation concretized the guiding opinions with practical action programs and plans. In which, the Ho Chi Minh City Trade Union focused on improving the effectiveness of representation, dialogue, and collective bargaining; promoting digital transformation, building a modern and close Trade Union organization; caring for and protecting workers.
