On 6.5, the Standing Committee of the Central Committee of the Fatherland Front (Fatherland Front) issued Plan No. 60/KH-MTTW-BTT on organizing the collection of opinions in the Vietnam Fatherland Front system for the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013 (draft Resolution).
The plan aims to promote the role and responsibility of the Vietnam Fatherland Front in participating in building the Party and building the government through the comments and completion of the draft amendment and supplementation of the 2013 Constitution; Raising awareness and responsibility of each individual, agency or organization in the Vietnam Fatherland Front system for the amendment of the Constitution and the implementation of the Constitution.
The plan requires organizing discussions and collecting opinions from the Vietnam Fatherland Front Committees at all levels, member organizations, and other social organizations; representative opinions among humanists, intellectuals, lawyers, ethnic groups, religions, and overseas Vietnamese. The organization must be conducted democratically, scientifically, publicly and transparently; ensuring progress, quality, practicality and thrift in accordance with the organization and operation methods of the Vietnam Fatherland Front.
Along with that, it is necessary to strengthen information and propaganda work in the Front system, among union members and association members of member organizations; encourage all classes of people to actively participate in contributing opinions in appropriate forms. Fully, accurately and objectively summarize the comments contributed by the Front system to promptly reflect to the National Assembly and relevant agencies.
The subject of collection is the Vietnam Fatherland Front Committee at all levels; socio -political organizations and member organizations of the Vietnam Fatherland Front; experts, scientists, advisory councils of the Central Committee of Vietnam Fatherland Front; Member of the Central Committee of Vietnam Fatherland Front Committee.
The content of the entire draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam includes the layout, content and presentation techniques.
The form of consultation: can collect opinions directly in writing (paper, electronic letter) applied to all subjects collecting opinions; organize conferences, seminars, and seminars (collectively referred to as conferences); contribute opinions on the Electronic Information Portal of local agencies, organizations, and Fatherland Front at all levels. The Central Committee of Vietnam Fatherland Front received direct and written comments from the scholars, intellectuals, lawyers, typical ethnic minorities, dignitaries of religions who are members of the Central Committee of Vietnam Fatherland Front, experts, scientists in the field of law (paper, email). For the Central Committee of socio-political organizations, guide the organization of collecting opinions on draft Resolutions in the organization system.
