The scandalous incident about paying overtime (also known as overtime or exceeding norms) occurred at Nguyen Van Tiet Secondary School, Binh Hoa neighborhood, Lai Thieu ward, Ho Chi Minh City.
Reflecting to Lao Dong Newspaper, a teacher (anonymous) said that recently, the school had a phase of paying overtime money to tenured teachers at the school and contract teachers. The school sent fake overtime statements to nearly 90% of teachers in the school to pay the money. After the money was transferred to the teacher's account, the school requested to return the entire amount to the school's accountant/cashman. Next, the school kept the money, only paying 10% to teachers under the guise of "tax money".
The teacher said that the school leaders had acts of creating fake extra class schedules worth nearly 500 million VND, and transferring money around to legalize documents. This shows signs of using budget funds against regulations.
On April 2, in an exchange with reporters, a representative of Nguyen Van Tiet Secondary School admitted that the payment of overtime still has shortcomings and is not in accordance with regulations. This stems from the fact that at the beginning of the 2025-2026 school year, the teacher payroll is still much shorter than the actual number of classes taught. The Pedagogical Council has met to give opinions on the school's continued use of contract teachers to teach instead of waiting for payroll. The funding is paid to contract teachers from the teaching hours of teachers in the payroll.
After the school pays the remuneration to teachers, the difference between the teaching hours of teachers in the payroll and contract teachers is assigned to the treasurer, the purpose is to spend on common activities of the collective" - a representative of Nguyen Van Tiet Secondary School explained.
The school board further explained that the total amount of overtime tutoring is 429 million VND, of which 210 million VND has been spent, and the difference amount assigned to the treasurer to keep is 219 million VND. The school representative affirmed: The entire amount of difference collected is assigned to the treasurer to keep for general activities of the school. The school's leaders are not self-serving, do not receive, and do not use the above amount separately.
Teachers also reflected that the school organized a music night to raise funds to support disadvantaged students. However, they did not use all of this money for the right purpose of supporting disadvantaged students during Tet but used it to spend on teachers' travel and foreign affairs. This has caused many teachers to disagree.
School leaders said that this issue, in the program to mobilize the organization of the "Chung mot tam long" art night. The money collected from ticket sales is used for spending as follows: Prize awarding for students; Tet gifts for students in difficult circumstances; sound and lighting services, waivers; the rest is spent on sightseeing and tourism on March 8th. Currently, the collected money has been spent, no surplus. This is implemented according to the plan that was made public from the beginning.
Representatives of Nguyen Van Tiet Secondary School further explained that instead of spending public money on teachers during the 4 weeks of implementing the art night program, it was used to pay for the collective of teachers to visit. The fundraising money was not spent on any individual. School leaders are aware of the shortcomings in the above-mentioned work and are currently reviewing and overcoming them.
