Directors of provincial and centrally-run cities, except for the cases specified in Point c and Point d, Clause 1, Article 25 of the Law on the People's Public Security 2018, may have the highest rank of Colonel.

The directors of provincial and centrally-governed city police in localities are classified as provincial-level administrative units of type I and are key areas with complex security and order, large areas, and a large population, with the highest possible rank of Major General.

In the case of the Director of Hanoi City Police and the Director of Ho Chi Minh City Police, the highest rank is Lieutenant General.

Accordingly, the method of calculating the salary of the People's Public Security in 2025 according to the following formula:

People's Public Security Salary in 2025:

People's Public Security salary coefficient x Basic salary.

Pursuant to Section 1, Table 6 issued with Decree 204/2004/ND-CP stipulating the salary coefficient of People's Public Security officers, Police Colonels have a salary coefficient of 8, with a salary of VND 18,720,000/month.

Police major general coefficient 8.6, salary is 20,124,000 VND/month.

Lieutenant General has a salary coefficient of 9.2, the salary is 21,528,000 VND/month.
