The above regulation is stated in Decree No. 179/2025/ND-CP of the Government on the level of support for people working full-time on digital transformation, network information security, and network security.
Decree No. 179 stipulates the level of support for people working full-time in digital transformation, network information security, and network security in agencies of the Communist Party of Vietnam, the State, and the Vietnam Fatherland Front (including socio-political organizations) from the central to the commune level and the armed forces (military, police, and cryptography).
The subjects of application are those working full-time in digital transformation, network information security, and network security, including: Cadres, civil servants, and public employees holding full-time positions in information technology management or information technology (including: Information technology industry or digital technology industry, digital technology, information technology application, digital transformation); network information security or information security, network security; electronic transactions and other job positions related to digital transformation issued by competent authorities.
Officers, non-commissioned officers, technical specialists and police workers of the People's Public Security; officers, professional soldiers, defense workers of the People's Army and people working in key organizations receiving salaries from the state budget working full-time on digital transformation, network safety and security, ensuring national sovereignty in cyberspace and other subjects related to digital transformation under the authority of the Ministry of National Defense and the Ministry of Public Security.
According to the Decree, the support level of 5 million VND/month is paid at the same monthly salary and is not used to calculate social insurance and health insurance contributions and benefits. This support level will be applied until salary policy reform is implemented according to the policy of the competent authority.
