Article 49 of Decree No. 170/2025/ND-CP stipulates the comments and assessments for rotated civil servants as follows:
1. Party committees, party organizations, leadership groups, and heads of departing agencies shall conduct annual comments and assessments or, at the request of competent authorities, for the transferred civil servant; report to competent authorities according to regulations; at the same time, send to the departing agency or the agency advising on the organization and staff for coordination and monitoring according to regulations.
2. When the rotation period expires or when proposing to arrange other work:
a) rotating civil servants self-review the working process during the rotation period;
b) The collective leadership and Party Committee of the agency where the rotation civil servant is coming to comment and evaluate during his/her working time at the locality, agency, organization, or unit;
c) The competent authority decides to rotate comments and assessments.
3. Party committees, party organizations and collective leadership of agencies, organizations and units are responsible to competent authorities for their comments, assessments and conclusions on the transferred civil servant.
