Madam, looking back at the past term, what are the outstanding highlights of the Lao Cai Trade Union?
- Ms. Nguyen Thi Bich Nhiem: What we appreciate most is that trade union levels in the province have made a strong shift in thinking and operating methods, taking union members and workers as the center, strongly focusing on grassroots levels.
An important milestone is the successful organization of Trade Union Congresses at all levels and the 1st Lao Cai Provincial Trade Union Congress, term 2025 - 2030. The Congress is not only a widespread political activity but also opens up orientations for renovating the Trade Union organization in the context of implementing the two-level local government model.
In parallel with that, the work of caring for and protecting the legitimate and lawful rights and interests of union members and workers is implemented synchronously with many practical activities such as dialogues at workplaces, Tet care, supporting union members in difficult circumstances, building "Trade Union Homes", free health check-ups...
We always determine: "All union members are cared for and cared for", not leaving anyone behind.

Please share more about the work of caring for union members and workers?
- It can be said that programs to care for union members are increasingly going deeper and creating a spread.
Specifically for the Binh Ngo Lunar New Year 2026, trade union levels in the province have taken care of more than 46,000 turns of union members and workers with a total budget of over 75.6 billion VND. Thousands of union members were supported to participate in the online "Trade Union Tet Market".
In particular, 350 grassroots trade unions organized "Tet Sum vay" for nearly 37,000 union members; 188 grassroots trade unions organized "Trade Union Year-end Meal" for more than 24,000 workers with a total budget of more than 4.4 billion VND. Simple meals but bringing a feeling of warmth and sharing before the New Year.
The "Trade Union Shelter" program also continues to leave many humane imprints when supporting the construction and repair of 98 houses for union members in difficult circumstances with a total budget of more than 4.3 billion VND.
In Workers' Month 2026, Trade Union levels organized 143 "Trade Union Meals" programs, coordinated to improve the quality of lunch meals; visited and supported hundreds of union members who suffered from labor accidents and critical illnesses.
In addition to caring for material things, we also pay great attention to the spiritual life of workers through cultural and sports activities such as "Listening to workers sing - Singing for workers to hear", "Workers' Day", sports exchanges, sightseeing, resorts...
In the context of businesses still facing many difficulties, what has the Lao Cai Trade Union done to develop union members?
- Difficulties are there, especially in the context of implementing the two-level local government model. However, Trade Union levels always closely follow the leadership of the Lao Cai Provincial Party Committee and the direction of the Vietnam General Confederation of Labor to effectively implement the work of developing union members and establishing grassroots trade unions.
Based on Resolution No. 02-NQ/TW of the Politburo and Directive No. 14-CT/TU, Decision No. 02-DA/TU of the Lao Cai Provincial Party Committee, we innovate our approach, strengthen grassroots adherence, and promote propaganda to make workers and businesses clearly see the role and benefits of the Trade Union organization.
The Provincial Labor Federation has signed 23 regulations and programs to coordinate with relevant agencies and units to create synchronization in union member development.
In particular, the Provincial Labor Federation established 3 working groups in charge of the area to support union member development and establish grassroots trade unions; directed commune and ward trade unions and the Industrial Park Trade Union Board to review businesses that are eligible to establish trade union organizations.
The important thing is not only to develop quantity but also to improve the quality of grassroots trade union activities to create trust with workers.
Since the merger of the province, the whole province has newly established 57 grassroots trade unions, developed more than 3,100 new union members, raising the total number to 527 grassroots trade unions with over 41,000 union members.

Digital transformation is posing new requirements for the Trade Union organization. So how has Lao Cai Trade Union adapted?
- We determine that we must innovate more strongly in a flexible, modern, closer to union members and closer to grassroots levels.
Currently, 100% of commune and ward trade unions have implemented sending and receiving electronic documents and managing work on the shared system. Many conferences and training classes are organized in a "paperless" manner, using QR codes to provide documents.
The Provincial Trade Union also actively deploys training classes on digital transformation, network safety and security, AI application; launching the "Digital Literacy" movement to improve digital skills for trade union officials and workers.
In the coming time, we will continue to build "Digital Trade Unions" in the direction of centralized data management, managing union members in the digital environment and providing online trade union services.
What is the biggest expectation of Lao Cai Trade Union for the 14th Vietnam Trade Union Congress, Madam?
- Ms. Nguyen Thi Bich Nhiem: We expect the 14th Congress to continue to strongly affirm the role and position of the Vietnam Trade Union organization in the political system and social life.
Lao Cai union members and workers hope that the Congress will have many important policies to continue innovating the organization and activities of trade unions, perfecting the organizational model suitable to new task requirements, and studying the establishment of Trade Unions in industrial parks.
With a highland and border province still facing many difficulties like Lao Cai, we hope that the Vietnam General Confederation of Labour will continue to pay attention to comprehensive care programs for union members and workers, especially in terms of employment, housing, trade union institutions, welfare and health care.
At the same time, we expect to have more practical solutions to improve the quality of grassroots trade union officials, promote digital transformation, and innovate operating methods so that the Trade Union organization is truly a reliable support for union members and workers in the new period.
