In that spirit, the Collective Labor Agreement (CLA) 2025, chaired by the grassroots Trade Union (CTU) of Dong Thap Urban Water and Environment Joint Stock Company (Dowasen), negotiated, signed and supervised for implementation, has become a "policy pillar" ensuring rights, expanding welfare and creating long-term motivation for workers.
Job stabilization
The 2025 collective labor agreement has fully concretized the provisions of labor law, ensuring that 100% of workers are signed labor contracts in accordance with regulations; are fully implemented with regimes on salaries, social insurance, health insurance, unemployment insurance, working hours - rest, maternity benefits, holidays, Tet, sickness... Thanks to that, the average income in 2025 reached 14.97 million VND/person/month, creating a stable foundation for the labor force.

Dowasen's TULD also expands many welfare policies that exceed standards. In 2025, the Company spent nearly 14.4 billion VND on welfare and social security activities.
A prominent highlight is the construction of 2 "Dowasen Homes" with a total budget of over 1.51 billion VND, along with activities to care for Tet, holidays, support union members in unexpected difficulties, periodic health check-ups, sightseeing - resorts... All are specifically regulated in the TULDT, clearly showing social responsibility and human depth in the policy of caring for workers.

Arousing emulation movements and spreading creativity from the grassroots level
On the basis of the stability of the Agreement, the movement "Good Labor - Creative Labor" is widely deployed throughout the company. In 2025, Dowasen has 24 initiatives and technical improvement solutions registered; 19 initiatives were commended; 01 initiative proposed for provincial recognition, contributing to improving production and business efficiency and the quality of urban public utility services, typically the environmental sanitation worker force accompanying the Sa Dec Flower and Ornamental Festival II in 2025.
The company established a Labor Protection Council, built a network of 31 occupational safety and hygiene staff, fully implemented combined accident insurance regimes, and gradually formed a safe and friendly working environment for workers.

Ms. Nguyen Thi Van An, a grassroots trade union member, shared that thanks to the welfare clauses being clearly specified in the collective labor agreement, workers are always given timely attention by the Trade Union and the Company - from "Dowasen Shelter" housing, unexpected difficulties support, to Tet care, periodic health check-ups, sightseeing - resorts; helping workers feel secure and stick with the business for a long time.
According to Ms. Tu Thi Cam Tu - Chairwoman of the Grassroots Trade Union of Dong Thap Urban Water and Environment Joint Stock Company, negotiating, signing and supervising the implementation of collective labor agreements is not only a mandatory legal requirement but also a political responsibility and direct responsibility in caring for and protecting the legitimate and lawful rights and interests of union members and workers.
Each clause in the Agreement is built on the basis of listening to the thoughts and aspirations of workers, aiming to improve income, improve working conditions, expand welfare, retain skilled workers and create a favorable environment for workers to feel secure in contributing, promoting initiatives, and emulation for good labor - creative labor throughout the company.

Collective labor agreements are like commitment documents on rights and are also an'internal policy framework', stabilizing the labor force, arousing long-term attachment and gradually building a solid foundation for the sustainable development goals of the business.
