Cadres, civil servants, and public employees who are reinforced to work in the province are given a salary increase exceeding one grade if they meet the requirements according to regulations.

Clause 2, Article 12 of Decree 178/2024/ND-CP (amended by Clause 12, Article 1 of Decree 67/2025/ND-CP) stipulates:

Policies for cadres, civil servants, and public employees to strengthen business trips at the grassroots level

Cadres, civil servants, and public employees in central and local agencies who are assigned by competent authorities to work for 3 years at the grassroots level are entitled to the following policies:

...

2. For cadres, civil servants, and public employees in central agencies who are strengthened to work at Party and State agencies, socio-political organizations and public non-business units at the provincial level, they are entitled to the following policies:

a) Continue to receive salary (including allowances) according to the job position before being assigned by agencies, organizations, and units.

b) One-time allowance equal to 3 months of basic salary at the time of receiving work.

c) In case the unit works in a region with particularly difficult socio-economic conditions, it is entitled to the policies and regimes specified in Decree No. 76/2019/ND-CP (not entitled to allowances specified in point b of this clause).

d) After cadres, civil servants, and public employees successfully complete their tasks at the grassroots level, are re-received to the agency, organization, unit where they are sent to or are assigned appropriate work by competent authorities not lower than the job position before going to strengthen at the grassroots level; at the same time, they are entitled to the following policies:

Being given a salary increase exceeding one grade (the time of holding the new salary grade is calculated according to the time of holding the old salary grade) if not yet ranked at the last salary grade in the rank or title.

Being considered for commendation by ministries, departments, branches and provinces according to the provisions of the Law on Emulation and Commendation.

3. The regimes specified in Points a, b and c Clause 1 and Points a, b and c Clause 2 of this Article are paid by agencies, organizations, and units assigned to pay.

Thus, after successfully completing tasks at the provincial level for 3 years, cadres, civil servants, and public employees are re-received to the agency, organization, unit where they are sent to or are assigned appropriate work by competent authorities not lower than the job position before going to strengthen at the grassroots level, enjoying policies, in which, they are given a salary increase exceeding one rank (the time of holding the new salary grade is calculated according to the time of holding the old salary grade) if they have not yet been ranked at the last salary grade in the rank or title.
