On March 2, the candidates for National Assembly Deputies of the 16th term, constituency No. 8 in Ho Chi Minh City had a meeting with voters.
The candidates at this unit include: Lieutenant General Nguyen Minh Duc, Member of the Executive Committee of the National Assembly Party Committee, Deputy Chairman of the National Assembly's Committee for National Defense, Security and Foreign Affairs; Ms. Ngo Thi Huyen, Head of the Faculty of Library - Information Technology, University of Social Sciences and Humanities, Vietnam National University Ho Chi Minh City; Mr. Pham Trong Nhan, Member of the Executive Committee of the Ho Chi Minh City Party Committee, National Assembly Deputy of the XIII, XIV, XV terms, Member of the Executive Committee of the City Trade Union Affairs Committee, Vice Chairman of the Ho Chi Minh City Labor Federation; Mr. Le Thanh Phong, Member of the Executive Committee of the Ho Chi Minh City Party Committee, Secretary of the Party Committee, Chief Justice of the Ho Chi Minh City People's Court and Mr. Truong Minh Huy Vu, Member of the Executive Committee of the Ho Chi Minh City Party Committee, Secretary of the Party Committee, Director of the Ho Chi Minh City Development Research Institute cum Chairman of the Vietnam International Finance Center in Ho Chi Minh City.
Talking to a reporter of Lao Dong Newspaper, Mr. Pham Trong Nhan, said: With experience accumulated through 3 National Assembly terms, if voters continue to trust me to be elected as a National Assembly Deputy of the 16th term, I identify three key actions closely linked between the national institution, the development of Ho Chi Minh City and improving the practical life of the people.
First, continue to propose institutional reform, improve the quality of legislation and supervise the implementation of regulations on investment, land, science and technology, digital transformation; reduce the "ask - give" mechanism, increase accountability, create sustainable growth momentum, and ensure that every investment budget must bring real value to people and businesses.
As someone who directly participated in proposing Resolution 54, Resolution 98 and now Resolution 260, I will work with the leaders of Ho Chi Minh City to effectively implement this Resolution, and propose to upgrade it to a Law when all conditions are met. Because Ho Chi Minh City cannot always be in a pilot mechanism but needs a stable and long-term legal foundation to be proactive in governance and development.
Second, continue to pursue policies so that the private economy is an important driving force for growth; the state economy plays a leading role in ensuring macroeconomic stability and major balances. I propose completing a stable legal environment with good forecasts so that businesses can feel secure in long-term investment, creating jobs and income for society. For household economy, traditional market traders, small and medium-sized enterprises, this is still an important area in stabilizing the economy, creating livelihoods, jobs and revenue sources; it is necessary to simplify procedures, especially in terms of taxes, there needs to be a roadmap and appropriate application methods; reduce compliance costs; support businesses to easily access credit and transfer technology in a timely manner.
Faced with increasing pressure on the living environment, I propose policies to attract high-tech, digital finance, smart logistics and green transportation industries, putting sustainable growth goals first, not trading off the environment and social security.
Third, in my working position, I and the Ho Chi Minh City Trade Union organization perform well the role of representing and protecting the legitimate and lawful rights and interests of workers; adhere to social housing policies, worker housing with clear land funds, capital sources and progress; and at the same time promote skills retraining so that workers adapt to new technologies, not being left behind in the digital transformation process.
Like the past 3 terms, I am committed to dedicating my efforts and responsibility to the National Assembly's activities; maintaining regular voter contact, listening to and submitting to competent authorities and monitoring to the end the settlement of each petition, especially in the area where I am running for election," Mr. Nhan said.
Mr. Pham Trong Nhan was born on March 20, 1972, native of Di An Ward, Ho Chi Minh City, holds a Master's degree in Economics in Business Administration; Bachelor of Economics in Corporate Finance Accounting; Bachelor of Economics in Business Administration.
Mr. Nhan grew up from COMPUTER GENERAL ACCOUNTING Company CONSTRIMEX, assistant General Director, Head of Internal Audit Board of M&C Company, Vice Chairman of the Board of Directors, Deputy General Director of M&C Company and held positions as Deputy Director of the Department of Industry and Trade, Provincial Party Committee Member, Secretary of the Party Committee, Chief of Office of Binh Duong Provincial People's Committee (former); Provincial Party Committee Member, Deputy Head of the Delegation of National Assembly Deputies of Binh Duong province (former); Provincial Party Committee Member, Secretary of the Party Committee, Director of the Department of Planning & Investment of Binh Duong province (former); Secretary of the Party Delegation, Secretary of the Party Committee, Chairman of Binh Duong Provincial Labor Federation (former) and Vice Chairman of Ho Chi Minh City Labor Federation.
During his work, Mr. Pham Trong Nhan was awarded a Certificate of Merit from the Prime Minister and many commemorative medals and certificates of merit from ministries, branches, and localities.
