
Making the digital technology industry a driving force for growth
On the afternoon of December 31, the Ministry of Science and Technology (KHCN) held a press conference to provide information to the press about the operating results in 2025 and key tasks for 2026.
According to the Ministry of Science and Technology, in the field of national digital transformation, in 2026, the sector aims to rank Vietnam's e-Government/Digital Government and Online Public Service Index in the Top 65 in the world. The overall online application rate sets a target of 70%. The Ministry ensures 100% of essential public services applying AI and 100% of officials are trained in basic digital skills. All ministries, sectors, and localities reach level 3 in data management.
In the field of digital technology industry, the Ministry of Science and Technology sets a revenue target of 224 billion USD, electronic hardware exports of 199 billion USD and develops 89,000 digital technology enterprises in 2026. The Ministry will implement the Law on Digital Technology Industry and promote the Strategy for Semiconductor Industry Development; promulgate a list of key investment incentive products and support businesses to reach the global market.
In addition, the Ministry continues to "proactively advise on negotiating, attracting investment and technology transfer from large technology corporations such as NVIDIA, Samsung, Intel to serve green transformation and digital transformation".
In the field of postal - telecommunications, postal revenue strives to reach 104,000 billion VND; 5G coverage to 90% of the population and IPv6 usage rate to 72-74%. Along with that are tasks to complete the legal framework on radio frequencies, information - communication infrastructure and 900 MHz band auctions.
The fields of quality measurement standards, intellectual property and atomic energy continue to be implemented in the direction of increasing management efficiency, supporting businesses and ensuring radiation and nuclear safety.
Completing the legal corridor, preventing the situation of "laws waiting for decrees
At the regular press conference chaired by Deputy Minister of Science and Technology Bui Hoang Phuong, the Ministry also informed that the new strategic laws just passed by the National Assembly include the Law on Artificial Intelligence and the Law on Digital Transformation.

Regarding the Law on Artificial Intelligence, Mr. Tran Van Son - Deputy Director of the National Institute of Digital Technology and Digital Transformation emphasized that this is "a historic step, establishing a legal framework that both creates an innovation space and effectively manages risks".
Mr. Son said: "Vietnam chooses a harmonious approach, developing strongly like Japan but safer than the core level of Korea. AI will develop according to the principle of taking people as the center, ensuring that AI is a tool to serve and cannot replace the decisive role of humans. AI activities enjoy the highest investment incentives, contributing to the formation of a key technology supply chain and unicorn businesses.
Regarding the Law on Digital Transformation, Mr. Tran Quoc Tuan - National Digital Transformation Agency said that this is a "framework law" that plays the role of systematizing previously fragmented regulations to create an overall picture of the digital nation. Mr. Tuan stated clearly that the law: "regulates spending at least 1% of the state budget annually on digital transformation", creating a competitive advantage by reducing compliance costs and allowing businesses to innovate in the legal safety zone.
Concluding the press conference, Deputy Minister Bui Hoang Phuong emphasized: "No year has all ministries, branches, and localities focused on building strong digital platforms and national databases like this year". He affirmed that the Ministry has developed a full implementation plan, coordinated with the Ministry of Justice to prepare 16 detailed guiding documents to "avoid the situation of laws waiting for decrees".
