
According to the report at the press conference, in October, the Ministry of Science and Technology submitted to the Government and the Prime Minister to issue 1 Resolution, 7 Decrees and 7 important Decisions. In particular, Resolution 307/NQ-CP dated October 6, 2025 added the draft Law on Artificial Intelligence to the program of the 10th Session of the 15th National Assembly - a step that clearly shows the orientation of building a legal framework for new technology.
7 decrees were issued to focus on guiding the implementation of the Law on Science, Technology and Innovation, from autonomy mechanisms, adventure investment funds, human resources to commercialization of research results. Notably, Decree 271/2025/ND-CP allows the establishment and contribution of capital for science and technology enterprises in Hanoi, paving the way for the application of scientific knowledge in production and business.
Along with that, the Ministry issued 5 specialized circulars regulating electronic signatures, nuclear safety, data management and digital transformation job positions, contributing to perfecting institutions and standardizing technical processes in state management.
In parallel with policy activities, the Ministry of Science and Technology has issued a Data Strategy to 2030, the National Digital Architecture Overall framework and a Plan for Digital Infrastructure Development to serve the Vietnam International Financial Center. The Ministry also directed natural disaster response with 5 urgent telegrams, ensuring smooth communication during storms No. 10 and 11.

In October, the Ministry organized more than 15 major conferences and seminars, notably the Workshop "Breakthrough in the development of science and technology to promote green transformation and sustainable development" in Quang Tri; the International Workshop "100 years of quantum physics" in Gia Lai; and the 16th National Nuclear Science and Technology Conference in Da Nang.
Notably, the program "All-people Innovation - National Development Driving Force" in Hanoi attracted more than 800 delegates, connecting 34 provinces and cities online; the VNIX-NOG 2025 event in Nha Trang aimed at developing the new generation Internet IPv6-Only; and the program to celebrate the National Digital Transformation Day 2025 announcing the DTI Index 2024 of localities, honoring collectives and individuals with outstanding achievements.
Entering November 2025, the Ministry of Science and Technology focuses on completing 5 draft laws submitted to the National Assembly for consideration and approval at the 10th Session, including: Law on Digital Transformation, Law on High Technology (amended), Law on Intellectual Property (amended), Law on Technology Transfer (amended) and Law on Artificial Intelligence.
The Ministry will also continue to develop Decrees guiding the implementation of new laws, along with many key projects such as: Project to promote intellectual property to serve socio-economic development, Project on statistics on the contribution of biotechnology, Strategy for the development of nuclear energy for peaceful purposes until 2035, vision to 2050 and Project on training human resources for nuclear energy.
