Specifically, each ward and commune is allocated 2 volunteer students in the supporting information technology industry; implementation time is in August 2025. The main implementation content of the plan is to support civil servants and public employees of wards and communes to apply information technology and digital transformation to serve the handling of errors in information technology equipment such as computers, printers, scanning machines, digital tractors, network connection, wifi, etc.
Instructions for using and handling errors in management and operation software, information systems for handling administrative procedures, online public services, specialized digital signatures; instructions for using popular AI tools in administrative and office work.
At the same time, support people and businesses to use information technology devices at the Ward and Commune Public Administration Service Centers such as toll booths, lookups, etc.; use, submit administrative procedures, public services online, look up results, reuse personalized documents; instruct individuals to sign personal numbers on documents.

The City People's Committee assigned the Department of Home Affairs to preside over the organization of reviewing the need to register volunteer students for support from the People's Committees of wards and communes in the city and the contact units of wards and communes, sending information to the Department of Science and Technology to serve as a basis for advising on the implementation of the plan; preside over and coordinate with the Department of Science and Technology to advise on emulation and reward work for collectives and individuals with achievements in implementing the sending of volunteer students according to the plan.
Assign the People's Committees of wards and communes to receive students sent to localities to apply information technology and digital transformation. Coordinate with the Department of Home Affairs, the Department of Science and Technology, and universities to develop content and programs to support the application of information technology and detailed digital transformation in the locality to ensure effective implementation of the contents according to this plan.
The unit monitors and supports the activities and activities of volunteer students performing tasks at the People's Committees of wards and communes; creates conditions for students to support the implementation of online public services and common application systems of the city at the People's Committees of wards and communes.
Coordinate and support schools in arranging accommodation for students to volunteer during their time participating in support work in wards and communes. Proactively contact the Youth Union in wards and communes to support communes and wards in implementing digital transformation in activities.
