
The Ministry of Science and Technology has implemented an online training course on digital transformation for about 18,000 commune-level cadres nationwide. The program includes 19 topics, aiming to support localities in reducing workload after being assigned additional tasks.
The program is open on an online learning platform from December 1-15 and applied nationwide. The course is aimed at about 18,000 grassroots staff.
The training content includes 19 topics in the fields of science, technology, innovation and digital transformation. Each student needs to complete at least 10 topics with 5 compulsory topics and 5 topics selected according to job needs. Students can study anytime by phone, tablet or computer and receive continuous technical support.
The Ministry of Science and Technology said that the training aims to help commune officials apply digital technology, digital data and digital platforms to handle work. This approach aims to reduce administrative burden for commune level, creating conditions for cadres to have more time to handle people's requests.
In the context of the two-level local government model being rearranged, many tasks have been transferred from the district level to the commune level. This has caused the workload at the facility to increase while many localities still lack IT human resources. The training course is expected to support cadres in practicing and immediately applying digital skills in the daily work settlement process.
Speaking at the program, Minister of Science and Technology Nguyen Manh Hung emphasized: "If a country wants to transform, its cells must be healthy. The commune level is the cell of the administrative apparatus".

The Minister also said that all policies of the Central Government and all final policies must be absorbed into life through commune-level cadres. Commune cadres are the closest people, the closest people and also the first people to hear the voice of the people. If the commune level is "stuck", the entire apparatus will be congested. If commune cadres are passive and wait for their superiors to guide them, we will never be able to keep up with the reality that is changing every day.
Emphasizing the spirit of innovation at the grassroots level, the Minister affirmed that creativity at the commune level is not a big invention, but a solution to the problem of the people: How to make people less travel at once, procedures a little faster, information easier to understand. Innovation is doing old things in a new way, based on digital technology, digital data and digital platforms.
According to Minister Nguyen Manh Hung, this training course is not to convey theory but to change learning methods and working methods. The main spirit is "doing to learn, learning is asking".
Therefore, the Minister requested organizing units, especially the Academy of Strategy for Science and Technology, to continuously update digital learning materials, enhance practical examples and ensure that all content is closely linked to practice. Online training software and platforms must become "digital coaches", observe learners' behavior and proactively support, like a coach standing next to each student.
