
Building a strong digital technology business ecosystem to promote Make in Viet Nam
At the regular press conference of the Ministry of Science and Technology (MTST) on December 1, according to the representative of the Department of Information Technology Industry (MIT), on December 25, in Hanoi, the 7th National Forum on Developing Vietnamese Digital Technology Enterprises will take place. The forum aims to promote the domestic digital technology ecosystem, contributing to the implementation of the Make in Viet Nam strategy.
The Ministry of Science and Technology said that this year's forum is expected to attract about 1,500 delegates, including leaders of the Party, State, ministries, technology enterprises, associations and domestic and foreign investors. The event aims to build a strong enough Vietnamese digital technology business ecosystem, supporting comprehensive digital transformation in socio-economic fields.
At the forum, more than 50 technology products researched and produced by Vietnamese enterprises will be displayed, including robots, UAVs, AI platforms, IoT, digital data and information security solutions. This is an activity to introduce the technological mastery capacity of domestic enterprises, encourage " design - innovation - production" models in Vietnam.
Focus on completing important draft laws
Also according to the Ministry of Science and Technology, in November 2025, the ministry completed a system of documents guiding the implementation of 5 new Laws passed by the National Assembly at the 9th Session, including: Law on Science, Technology and Innovation; Law amending the Law on Technical Standards and Regulations; Law amending the Law on Product and Goods Quality; Law on Atomic Energy (amended) and Law on Digital Technology Industry.

The Ministry also urgently develops and completes the dossiers of 5 draft laws to submit to the National Assembly at the 10th Session, including the Law on Digital Transformation; Law amending the Law on Intellectual Property; Law amending the Law on Technology Transfer; Law amending the Law on High Technology and the Law on Artificial Intelligence.
Along with that, the Ministry of Science and Technology has advised the Government and the Prime Minister to issue a Decree and 3 important Decisions in the fields of telecommunications, public investment, transfer of state capital ownership and international integration on standards - measurement - quality.
The Ministry also submitted to the Government many important documents such as: Draft Decree amending and supplementing a number of articles of Decree No. 76/2018/ND-CP dated May 15, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Technology Transfer; Draft Decree on Management of Halal Products and Services Quality; Draft Decree on Regulations on Handling of Administrative Violations in the field of Atomic Energy; Draft National Digital Transformation Program to 2030, with a vision to 2045.
In addition, seminars, training, and policy implementation activities continue to be widely organized, with many important contents such as: Improving the quality of technical regulations, supporting highland products, AI startup forums, and seminars on the Ho Chi Minh Award, State Award for Science and Technology, etc.
In December 2025, the Ministry of Science and Technology will continue to complete the draft Law submitted to the National Assembly at the 10th Session; at the same time, submit to the Government many important draft decrees on technology transfer, Halal product quality, handling administrative violations in the field of nuclear energy, and the National Digital Transformation Program to 2030, with a vision to 2045.
