Vietnam promotes innovative startups, towards regional tops

On the afternoon of April 7, informing the press, the Ministry of Science and Technology said that the Government has issued Resolution No. 86/NQ-CP on the National Strategy on Creative Startups, aiming to create a foundation to promote economic growth based on science, technology and innovation.

According to the announcement, the innovative startup ecosystem in Vietnam has recorded many positive results in recent times, with the emergence of a number of large-scale enterprises, attracting venture capital and forming a diverse support network. In 2025, Vietnam ranked 55th globally in the startup ecosystem, in which Ho Chi Minh City for the first time entered the leading group in Southeast Asia.

The Ministry of Science and Technology said that in the context of global competition and the requirement to innovate the growth model, the promulgation of Resolution 86 aims to reposition the strategy of innovative startups, creating a strong enough mechanism to promote development in the digital age.

The Resolution clearly defines the development viewpoint, considering innovative startups as an important driving force of the economy, associated with improving productivity, quality and national competitiveness. The State plays a constructive role, building a favorable environment, and at the same time encouraging businesses and the whole society to participate in the innovation ecosystem.

The strategy sets a goal to form a widespread startup wave among the entire population. By 2030, Vietnam strives to have about 5 million business entities, including developing at least 10,000 innovative startups; forming a number of businesses with a value of 1 billion USD. Global innovation indicators aim to reach the top 40 leading countries.

Vision to 2045, Vietnam aims to be in the group of 30 leading countries in the world in innovation, with a complete ecosystem, a strong venture capital market and a high rate of people participating in startups.

Notably, the Resolution sets out a series of specific tasks and solutions. In which, the focus is on completing the legal corridor for innovative startups, including piloting the one-person business model, the short-term bankruptcy mechanism and controlled technology testing areas.

Along with that, the Government requires promoting entrepreneurship education in the national education system, building STEM training programs, forming a network of innovation centers, startup spaces and shared infrastructure nationwide.

Another important content is the development of capital markets for innovative startups. The Resolution clearly states the establishment of venture capital funds, piloting stock exchanges for startups and expanding forms of capital mobilization based on intellectual property assets.

In addition, the Strategy also emphasizes promoting international integration, attracting experts, connecting Vietnamese businesses with the global market, and developing digital infrastructure, data platforms and innovation support tools.

According to the Ministry of Science and Technology, the implementation of Resolution 86 will contribute to forming a synchronous innovative startup ecosystem, creating new momentum for economic growth and improving national autonomy capacity in the coming period.
