Accordingly, the commune-level government will directly manage public schools from level 2 and below, and have the authority to recruit and transfer teachers.
However, there are some shortcomings here, in which it is unclear which unit or organization will mobilize and rotate teachers to supplement and support communes and wards with a shortage of teachers, because commune-level authorities can only mobilize and rotate teachers in their administrative units.
"For a long time, if a commune or ward lacks teachers, the Department of Education and Training will advise the People's Committees at the district level to consider transferring teachers from one commune or ward to another. However, when there are no more district-level administrative units, this has not been assigned to any unit" - Mr. Son said.
According to Mr. Son, the recruitment of teachers assigned to the commune-level government will also have certain difficulties, related to the quality of the recruitment council and the organization stage.
Currently, the admission council of the district-level People's Committee is usually chaired by a Vice Chairman of the district-level People's Committee in charge of the field of education - training, along with members, including the head of the education - training department and experts from other related units.
"We continue to coordinate with relevant departments and branches to advise and propose to the province, ministries and branches to solve the above problems" - Mr. Son shared.
According to the Department of Education and Training of Quang Ninh province, in Quang Ninh, after merging commune-level administrative units, only Cai Chien island commune, Hai Ha district, will keep the number of primary schools and public kindergartens unchanged because this is the only island commune that has not merged.
Other commune-level administrative units, some units have many public schools at all levels because they merge 2-3 communes and wards to form one commune-level administrative unit.
Regarding the names of schools after the merger, Deputy Director of the Department of Education and Training of Quang Ninh province Dinh Ngoc Son said that schools can have their own names, take famous names... if they find them suitable, or still keep the old names.
